Recommended Action
- Receive an update on the County's real estate efforts; and
- Provide direction to staff concerning:
- Reuse of the Historic Courthouse; and
- Reuse of Norton Hall campus; and
- Potential acquisition opportunity of Pine Tree Garden West; and
- Potential acquisition opportunity of Dunnigan Federal Surplus Property; and
- Potential acquisition opportunity of Clarksburg Property.

Reason for Recommended Action/Background
The Board of Supervisors received a presentation of the County's real estate holdings and potential opportunities on November 7, 2023. The Board sought to continue discussion of opportunities to acquire property and reuse/repurpose County-owned property.
Over the past several months, staff continued reviewing opportunities to 1) reuse the vacant third-floor of the Historic Courthouse; 2) reuse Norton Hall campus that currently houses the Agriculture Department and the UC Cooperative Extension office; 3) evaluate potential local government civic-use of a Dunnigan-area property that the federal government is surplusing; and 4) evaluate a potential park opportunity for a Clarksburg-area property. In the last month, staff were made aware of an opportunity to purchase a Davis-area property currently used for the Pine Tree Gardens West program. Staff will present the details of each opportunity in the presentation.
To date, staff have not engaged in any formal negotiation with outside parties regarding the aforementioned opportunities. Additionally, staff have not engaged in any architectural or engineering services regarding the potential reuse of county-owned properties. If the Board has interest in further consideration of the opportunities, General Services staff will work with Financial Services staff to review potential costs and funding sources.
