Reason for Recommended Action/Background

The CalWORKs System Improvement Plan (Cal-SIP) is a component of the CalWORKs Outcomes and Accountability Review (Cal-OAR) Workplan led by the California Department of Social Services (CDSS). Initially authorized by SB 89 (Chapter 24, Statutes of 2017) Cal-OAR is a data-driven program management system focused on continuous improvement of the CalWORKs program by collecting, analyzing, and disseminating outcomes and best practices. As required by Welfare and Institutions Code (WIC) 11523, Cal-OAR consists of three components: performance indicators, a CalWORKs County Self-Assessment (Cal-CSA), and Cal-SIP. The Cal-SIP is intended to improve outcomes for CalWORKs families in overcoming barriers to employment through program engagement and upon implementation will require the submission of annual SIP Progress Reports.

The Cal-SIP development process began in early 2023 and included input from community partners, employment services case managers, program analysts, and program leadership. The selected goals and strategies for the Cal-SIP were additionally discussed and reviewed with a peer county, Contra Costa County. The draft plan then underwent extensive review and revision between the CDSS and Yolo County CalWORKs Employment Services. Yolo County’s Cal-SIP was approved by the CDSS in December 2023.

The plan includes a selection of three major goals for the CalWORKs Employment Services/Welfare-to-Work program for the next two years, strategies, and action steps to ensure successful implementation.
