Adopt budget resolution shifting $165,000 of appropriations within the FY23-24 Adopted Cannabis Division regulatory program budget from Salaries and Benefits to Capital Assets to purchase furniture for the new Cannabis modular building.

Reason for Recommended Action/Background
A new modular building is currently being built at 292 W. Beamer Street campus for the Department of Community Services, Cannabis Division regulatory program. The original bid, which was used to set the budget, did not include the cost of the furniture and cubicle walls. The Cannabis Division regulatory program proposes to use salary saving to cover the cost of the furniture and the cubicle walls needed to finish the Cannabis Division modular project.
The Cannabis Division regulatory program is 100% funded with user fees from licensed cannabis businesses. The Cannabis Division regulatory program has the funds available in the Department of Community Service, Cannabis Budget. A budget resolution is needed to re-appropriate the budget from Salary & Benefits to Capital Assets. No cannabis tax revenue is requested or proposed to be used as part of this purchase.
The reason this was not budgeted as part of the modular project is the department assumed the original scope of work included the costs of the furniture. However, it was discovered during construction that furniture was not included and would need to be ordered separately by the department. Although these additional project costs were unexpected, the Cannabis Division has salary saving from the vacancy of the Cannabis Program Manager position that could be used to cover the cost.
