Recommended Action

Approve agreement with MBK Engineers in the amount of $300,000 to provide on-call levee district engineer services for the period of July 1, 2025, through June 30, 2028.

Reason for Recommended Action/Background

Yolo County is the Local Maintaining Agency of two levee systems within the County -- Unit No. 01 Right Bank Cache Creek (commonly referred to as "Huff's Corner") and Unit No. 01 Right Bank of Sacramento River at Knights Landing (commonly referred to as "County Service Area No. 6").  All flood maintaining agencies in the state of California have a position of "District Engineer" on staff who provides technical support and advice to the operations and maintenance of the levees.  Since the County is not a flood maintaining agency, and does not have the staff qualified to perform the duties, this position is contracted out.  The contracted District Engineer acts as an extension of County staff.

The services to be provided under this agreement include, but are not limited to, the following:
  • Project Management: Overseeing and managing projects related to levee maintenance, repairs, and improvements.
     
  • Levee Inspections: Conducting regular inspections to assess the condition of the levees, and identify potential problems or threats.
     
  • Maintenance Planning and Design: Designing and overseeing maintenance projects to ensure the levee systems remain structurally sound and effective.
     
  • Emergency Preparedness: Implementing and maintaining the County’s emergency preparedness plan to respond to potential flooding events.
     
  • Collaboration and Communication: Liaising with other agencies, such as the Central Valley Flood Protection Board, State Department of Water Resources, and the U.S. Army Corps of Engineers, on behalf of the County, to ensure coordination and compliance with regulations.
     
  • Flood Risk Assessment: Evaluating and communicating flood risks to local communities and stakeholders.
     
  • Technical Expertise: Applying engineering principles and knowledge to solve problems related to levee design, construction, and maintenance.
     
  • Work Plan & Budget Preparation: Assists the County with the development of the annual operations and maintenance work plan and budget.
     
  • Data Management: Maintaining records and databases related to levee inspections, maintenance activities, and flood events.
     
  • Grant Assistance and Management: Assisting the County with applying for grants to fund routine levee maintenance activities and improvement projects, and assisting with the management of said grants.
     
  • Legislative and Policy Support: Monitoring legislative activities regarding levee, flood management, drainage, and water quality activities, and providing advice regarding regulatory policies and legislation that affect the County’s flood management.

Competitive Bid Process/Vendor Performance

On April 11, 2025, the County issued a Request for Qualifications for qualified firms to provide on-call levee district engineer services (Beacon Bid Reference No. RFQ-2025-0007). The solicitation closed on May 16, 2025.  A total of one response was received.  The response was evaluated against the following criteria that were included in the solicitation:
  • Qualifications & Experience (40 points)
  • References (20 points)
  • Project Understanding (10 points)
  • Preferred Additional Qualification (10 points)*
  • Submittal Quality & Completeness (10 points)
  • Responsibility & Demonstrated Competence (10 points)
*The preferred additional vendor qualification was having the contractor's lead point of contact possessing a Certified Floodplain Manager certificate.

Staff estimate that contract expenses will be split 50/50 between the County Service Area No. Six Fund and the Cache Creek Resources Management Plan Fund.
