Recommended Action
- Adopt resolution authorizing the submittal of a fiscal year 2025-2026 Transportation Development Act claim to the Sacramento Area Council of Governments (SACOG) to receive $4,135,621 (Attachment A); and
- Authorize the Director of the Department of Community Services to execute the claim.

Reason for Recommended Action/Background
A resolution is required annually with each Transportation Development Act (TDA) claim submittal in order to receive funds. Although there is no calendar deadline to submit the application, it is advantageous to proceed quickly in order to receive the funds in a timely manner. Each year the County is required to submit a claim to SACOG to receive funding made available by the State of California Transportation Development Act. The attached claim reflects the amount of 1/4-cent sales tax funds to be made available to Yolo County in FY2025-2026 for transit and street and roads purposes.
Each year, SACOG issues an August revision to the original March allocation. Historically, the County and participating cities have claimed the original March allocation amounts. Staff worked with SACOG to determine whether the August revision amounts from prior years were eligible for reimbursement, and SACOG confirmed that they are eligible. As a result, Community Services, Public Works is claiming the revised amounts for FY2021-22 through FY2024-25 ($1,369,942) in addition to the current year FY2025-26 allocation ($348,556). These funds will be passed through to YoloBus to support transit operations throughout the County.

Each incorporated city adopts its own Transportation Development Act (TDA) claim for the source of TDA funds and is therefore not included with the County's claim. Transit services addressed in the attached claim are administered by the Yolo County Transportation District (YoloTD).

The Yolo County Transportation District (YCTD) final budget for FY2025-2026 allocates $2,417,123 for the Local Transportation Fund (LTF) to the Department of Community Services, Public Works Fund. LTF allocations are based on 1/4 cents of the general sales tax collected statewide. In addition, YCTD allocated $1,718,498 of the State Transit Assistance (STA) to the Department of Community Services, Transit Fund. STA funds are derived from a statewide tax on diesel fuel and are allocated based on a formula.
