Subject

Approve Community Benefit Grant proposals in the amount of $15,000 for SMUD Museum of Science and Curiosity (MOSAC), $7,000 for Yolo County Housing Authority, $2,000 for Brown Issues, $10,000 for St. John's Village; and delegate authority to staff to complete the necessary agreements with SMUD MOSAC, Yolo County Housing Authority, Brown Issues, and St. John's Villge. Recommended Action

  1. Approve Community Benefit Grant proposal for SMUD Museum of Science and Curiosity (MOSAC) in the amount of $15,000 to help execute the Yolo Day event on November 22, 2025;
     
  2. Approve Community Benefit Grant proposal for $7,000 to support the Yolo County Housing Authority's various events and migrant centers;
     
  3. Approve Community Benefit Grant proposal for $2,000 to support the Brown Issues event, Yolo Farmworkers Festival 2025 and 2026;
     
  4. Approve Community Grant Proposal for $10,000 for plumbing services to replace a new water heater at St. John's Village; and
     
  5. Delegate authority to staff to complete the necessary agreement with SMUD MOSAC, Yolo County Housing Authority, Brown Issues, and St. John's Village.

Reason for Recommended Action/Background

On July 25, 2023, the Board of Supervisors set aside $500,000 for the Community Benefit Equal Allocation Plan. The Plan equally allocated a portion of that funding to each of the five supervisorial districts, allowing each Supervisor to provide grants to local Community-Based Organizations (CBOs) operating within their districts. The Board approved the plan at that meeting, further augmenting the funding to $750,000. On June 4, 2024, the Board approved an additional $25,000 per supervisorial district and increased the total amount to $875,000. 

A brief description of the funding proposal follows: 

SMUD Museum of Science and Curiosity (MOSAC)
This Community Benefit Grant would provide $15,000 from District 1. The funds provided under this Agreement will support SMUD’s Museum of Science and Curiosity (MOSAC) and a District 1 partnership in organizing a “Yolo Day” at the museum, during which residents of Yolo County will be invited to experience a free day of science, exploration, and learning. This initiative removes financial barriers for individuals and families who may not otherwise have the means to visit the museum, offering them access to high-quality STEM education and hands-on learning experiences.

Yolo County Housing Authority
This Community Benefit Grant would provide $7,000 from District 3. The funds provided under this Agreement will support Yolo Housing Authority events and migrant centers in the amounts listed below:
  • $1,000 in funding for 2026 National Night Out 
  • $500 for property beautification supplies for public housing properties
  • $1,900 for 75th Anniversary Events 
  • $3,600 for computer(s) for Migrant Centers
Brown Issues
This Community Benefit Grant would provide $2,000 from District 3. The funds provided under this Agreement will support the Yolo Farmworkers Festival for 2025 and 2026, organized by Brown Issues.

St. John's Village
This Community Benefit Grant would provide $10,000 from District 3. The funds provided under this Agreement will support plumbing services to replace the old water heater with a new 100-gallon commercial water heater at St. John's Village. The water heater will serve campus residents and off-site community members who participate in the facility subscription meal program. Plumbing services include replacing vents, insulation, installation, disposal, city permit, and inspections.

Recommended Action
Staff requests authority to complete and sign the agreements with the named organizations in the amounts described above. Agreements will utilize the language shown in Att. A. Agreement Template.

Collaborations (including Board advisory groups and external partner agencies)

Grant recipients are selected by the Supervisor's Districts and reviewed by the County Administrator's Office. 

Competitive Bid Process/Vendor Performance

The respective Supervisors' District staff review potential beneficiaries of the available funding, and the Supervisor selects beneficiaries and funding amounts. District Staff then begin preparation of the agreements. The County Administrator's Office reviews the spending proposals and verifies that the proposed beneficiary meets any necessary requirements under federal and state laws. The proposal is then brought to the Board for delegation of authority to complete funding disbursement.

No general fund impact will occur with the approval of this item. The Board allocated $875,000 in funding for the Community Benefit Equal Allocation Plan, of which $34,000 will be utilized to fund these grants.
