Approve a Cost of Living Adjustment of 3% for Yolo County In-Home Supportive Services Public Authority employees, effective June 29, 2025.

On August 28, 2001, the Yolo County Board of Supervisors adopted Chapter 2, Article 35 of the Yolo County Code of Ordinances which officially created the Yolo County In-Home Supportive Services (IHSS) Public Authority.  Included in this adoption was the establishment of the Yolo County Board of Supervisors as the Governing Board of the IHSS Public Authority.  The Governing Board appoints IHSS Advisory Committee members and makes legally binding decisions on the IHSS Public Authority’s behalf.

Employees of the Public Authority are unrepresented and are not County employees. As a separate agency, the Governing Board of the IHSS Public Authority must take a separate action to change the salaries or benefits of those employees. Staff recommends a 3% Cost of Living Adjustment (COLA), effective June 29, 2025, for Public Authority employees. The cost of this action is $8,288, which was included in the FY25-26 budget, will be funded through a combination of Public Authority state and federal allocation funding.
