Reason for Recommended Action/Background
In 2021 Yolo County Health and Human Services Agency (HHSA) and Davis Joint Unified School District (DJUSD) entered into a non-financial Memorandum of Understanding (MOU) for the purpose of formalizing a partnership to provide on-site behavioral health services to enrolled district students, and to establish an integrative and reciprocal County and District referral, engagement, and collaborative service delivery structure for students in the district.
On or about September 24, 2024, the third amendment to the MOU was executed to add the provision that DJUSD would contribute $100,000 in fiscal year 2024-25 to the support of a full-time CommuniCare OLE staff person to provide on-site support to students and staff at Harper Middle School’s Wellness Center. The on-site support to students and staff via the Wellness Center aligns with the Student Behavioral Health Incentive Program (SBHIP) goals, which was the grant revenue used to fund this position. DJUSD staff have indicated that the impact of having a CommuniCare OLE Case Manager on-site at the Wellness Center has been an enormous asset to the school environment and provided immediate and tangible supports to students and staff.
Approval of this fourth amendment will allow an additional $80,000 in revenue to help support the Wellness Center at Harper Middle School by sustaining the Case Manager from CommuniCare OLE for the duration of the school year. Additionally, the district revenue will fund CommuniCare OLE to conduct targeted support groups that the district has identified. The district previously funded these services separately; however, the strength of the K-12 School Partnership and the relationship with CommuniCare OLE drove the district to shift this revenue into the K-12 Partnership services and align it with the broader Partnership goals.

No general funds are required for this action. This amendment will be funded by Davis Joint Unified School District. The action increases revenue by $80,000 for a total of $180,000 for the period of July 1, 2024 through June 30, 2026. The amount of $80,000 is included in the HHSA adopted budget fiscal year 2025-26.
