Reason for Recommended Action/Background
The Clerk-Recorder's Office is responsible for maintaining thousands of recorded maps, some of which date back to the early 1900s. These maps must be readily accessible for viewing upon request. Over time, environmental factors have contributed to the deterioration of some maps, necessitating preservation efforts to restore them to optimal condition. While some maps remain in good condition, they require proper display and protection to prevent future degradation. On January 14, 2025 the Yolo County Board of Supervisors approved Agreement No. 25-04 with Kofile Technologies, Inc. to provide these needed services. During the course of the project, it was discovered that parcel map books 7-12 were not included in the original scope of work and needed to be added. Kofile provided an updated scope of work and this amendment seeks to add in these additional maps to the contract so that the project can be completed fully.
Collaborations (including Board advisory groups and external partner agencies)
ACE staff collaborated with representatives from Kofile to determine what maps were missing in the original proposal, and deliver a new scope of work. Staff also collaborated with county counsel to approve the contract as to form.
Competitive Bid Process/Vendor Performance
This contract was sourced through a cooperative arrangement with a national OMNIA contract, which has been fully integrated into the agreement. Pricing for this project is consistent with the pricing that was negotiated as part of the OMNIA contract approval process.

No additional budget authority is needed as the final stage of the project will be completed in FY 2027 and the appropriations request has been made in the requested budget process. Additionally, this project is paid for fully with restricted fund balances.
