Approve lease agreement with Evans Family Trust to lease a property located at 1007 Live Oak Blvd, #B2, Yuba City, CA 95993 in Sutter County, for ten years, effective May 1, 2022 to April 30, 2032. The prior lease for a different location was held by Sutter County and as part of regionalization of the child support departments, leases will now be held by Yolo County for the Regional Child Support Agency.  (No general fund impact) (Dillon)

Recommended Action

Reason for Recommended Action/Background

Effective January 1, 2021, the Colusa, Sutter and Yolo Counties Departments’ of Child Support Services merged to become the Colusa Sutter Yolo Regional Child Support Agency (RCSA). Yolo County is the lead county for the RCSA. As such contracts for the RCSA will be held by Yolo County.  
 
The RCSA desires to move the Yuba City office location from its current location on Garden Highway, in Yuba City to a new location at 1007 Live Oak, Yuba City. The new location is in a more centralized location, closer to other government services including the Sutter Superior Court. The RCSA has implemented telework across all three locations, and no longer needs the previously acquired square footage. Staff will “hotel” in shared workspace. The Woodland office of the RCSA has a large training room, eliminating the need at each location. Furthermore, other services such as mail and legal document processing have been consolidated at the Woodland office, reducing the need for space in other locations. This Yuba City office will have a smaller footprint, is a nicer facility and in a better location. The lease includes two (2) periods of five years each to extend the term, with an additional cost.

The lease consists of two documents:  a standard form lease with various revisions included to clearly show where changes have been made to the original text; and an addendum with additional terms or terms that modify the standard form language in some respects. The two documents are an integrated agreement. 

The RCSA has the state and federal allocation to cover the rent costs in the RCSA’s FY21/22 budgets.

Collaborations (including Board advisory groups and external partner agencies)

The lease was negotiated by Turton Commercial Real Estate, a brokerage firm used by Sutter County. The letter of intent (LOI) and lease were reviewed by Yolo County Counsel and the Purchasing Manager. The Sutter County CAO and Sutter Board Liaison were informed, as was the RCSA Leadership Advisory Committee were also informed of the intent to extend the existing lease. The California Department of Child Support Services (DCSS) was also included in the development of the cost structure of the lease.

No General Fund Fiscal Impact

Funds will be reallocated from Colusa and Sutter Counties to Yolo County by the State Department of Child Support Services to cover the costs.
