Reason for Recommended Action/Background
The County's janitorial services contractor, Lincoln Training Services, provides janitorial services to all County buildings. The contract was awarded in 2019 based on anticipated needs of the County departments at that time for services to be provided through June 30, 2022, with three one-year options to extend the agreement. The first one-year option is through June 30, 2023. This amendment formalizes this option and adjusts the maximum amount of the contract to cover the cost of providing services for this year. Costs have increased year-on-year due to janitorial wage increases and the costs of materials. Departments continually work with General Services throughout the contract term to identify their desired service levels and will increase or decrease their services as their operations require.

The General Services Department, which provides oversight of the janitorial services, collaborates with all County departments to document the benefiting department's desired janitorial service level. This amendment was reviewed by the County Counsel's Office and approved as to form.
Competitive Bid Process/Vendor Performance
This contract was originally solicited in 2019. While sixty-eight potential proposers reviewed this opportunity, only two proposals were received. Of the two proposals, only one proposal was deemed responsive. Lincoln Training Center's proposal was evaluated and subsequently awarded the contract.
Vendor Performance
The Department confirms Lincoln Training Center has performed satisfactorily on the current agreement in light of current labor market conditions. Lincoln's performance is comparable with feedback received from other local jurisdictions that contract with Lincoln. In the current job market, janitorial services continue to struggle to find and retain janitorial workers. In September 2022, the County began formal regular meetings with Lincoln to communicate more effectively about staffing levels and their impact on County operations.

The funding source utilized to pay for this Contract varies by department, but includes a mixture of general fund and other revenue sources. The cost of janitorial services is increasing from prior years due to increases in labor cost and added scope requested by departments. Departments included most of the cost in their budget for janitorial services. The General Services Department will work with Department of Financial Services to monitor those departments that have sensitivity to increased janitorial costs.
The FY2022-23 budget included $1,070,981 in budgeted expenditures as cost increases were anticipated. The remainder will be absorbed within existing department budget appropriations.
