Reason for Recommended Action/Background

SACOG staff is currently beginning the work to update the 2020 Metropolitan Transportation Plan/Sustainability Communities Strategy (i.e., the MTP/SCS) with a projected adoption date of early 2024. The update, known as the 2024 Blueprint, is SACOG's plan for building a connected region that will outline recommendations for public land use policy and transportation investment strategies for the Sacramento region for the next 20-30 years. This plan will lay out a set of strategies for an integrated, multimodal transportation system and regional development pattern that can create a more thriving region that works for all residents. Blueprint is a federal and state-required policy document for long-range transportation and land use planning.
 
Based on ongoing local, regional, and statewide planning efforts since the adoption of the 2020 MTP/SCS, SACOG will examine topics and priorities to be explored in more detail for the 2024 update. Topical or priority areas for the plan update may include advancement of racial equity in land use and transportation planning; preparing the region for the next generation of public transit solutions; developing a short list of regional infrastructure priorities; preparing the region for resiliency in the face of climate change; and, capitalizing on the region's economic advantages to train, attract, and retain a talented workforce, among other things.  The policy framework for the 2024 Blueprint will guide the plan and dictate how it supports local jurisdictions and partner agencies as the region competes for transportation funding. The update will use equity, economy, and environment to shape the strategies for the 2024 Blueprint.
