- Approve agreement with Yolo County Office of Education in the amount of $115,000 of American Rescue Plan funds for the period of July 1, 2022, through June 30, 2024, to help support the increase of available childcare slots for infants, toddlers, and school-age children in existing licensed childcare centers, licensed Facility Child Care (FCC) providers, and family, friend, and neighbor (FFN) providers throughout Yolo County; and
- Delegate authority to the Manager of Procurement to sign the agreement.

Reason for Recommended Action/Background
American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $5,500,000 for the Children, Youth, and Families Priority Category. The Board then subsequently reviewed and provided direction on specific Child, Youth, and Families funding at the February 22, 2022, board meeting and expressed support for funding the Yolo County Office of Education Childcare Connections proposal. Staff has worked with the Yolo County Office of Education to develop the final contract, which is recommended for approval with this staff report. Additional information on the scope of the contract with the Yolo County Office of Education and performance measures are described below:
Yolo Office of Education- Build A Yolo Child Care Connections Network
Funding this contract with the Yolo Office of Education will help develop the Yolo Child Care Connection Network by supporting existing licensed childcare centers, licensed Family Child Care (FCC) providers, and family, friend, and neighbor (FFN) providers in Woodland and rural Yolo County. Additionally, this project will help grow and expand the network of childcare providers to increase childcare slots for infants, toddlers, and school-age children. Activities to be implemented are to provide program design, high-level and comprehensive program management, and collaboration with data evaluation partners to ensure accurate data collection. The performance measures and outcomes associated with this project include tracking how many providers were reached, the number of trainings provided, and the number of childcare slots created. More information about this contract, including a statement of work, budget, and performance measures, may be found in Attachment A.

Competitive Bid Process/Vendor Performance
No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021. The Board provided direction of ARP funds set aside for Child, Youth, and Families at the February 22, 2022 Board meeting.
