Approve agreement with Yolo County Office of Education using American Rescue Plan funds in the amount of $400,000 for the period of July 31, 2022 through December 31, 2023 to create 16 additional infant and toddler childcare slots at the Cesar Chavez Community School. Recommended Action

  1. Approve agreement with Yolo County Office of Education of American Rescue Plan funds in the amount of $400,000 for the period of July 31, 2022, through December 31, 2023, to create 16 additional infant and toddler childcare slots at the Cesar Chavez Community School; and
     
  2. Delegate authority to the Manager of Procurement to sign the agreement.

Reason for Recommended Action/Background

American Rescue Plan Background
On September 28, 2021, the Board of Supervisors (Board) approved the initial American Rescue Plan (ARP) Expenditure Plan, which included $5,500,000 for the Children, Youth, and Families Priority Category. The Board then subsequently reviewed and provided direction on specific Child, Youth, and Families funding at the February 22, 2022, board meeting and expressed support for funding the Yolo County Office of Education expansion and maintenance of Child Care slots  in Woodland. Staff has worked with the Yolo County Office of Education to develop the final contract, which is recommended for approval with this staff report. Additional information on the scope of the contract with Yolo County Office of Education and performance measures are described below:


Yolo Office of Education- Sustaining Child Care and Early Learning in Yolo County at Greengate
Funding this contract with the Yolo Office of Education will help install a vacant portable classroom and will be used to provide an infant and toddler center in Woodland, resulting in 16 additional slots. This site would allow teen parents attending Caesar Chavez Community school to have their infant or toddler receive child care services at the school site, which will also be available for community participation. The performance measures and outcomes associated with this project include tracking the number of enrolled families in the program, the number of fully enrolled infants and toddlers, and the number of community engagement activities held. More information about this contract, including a statement of work, budget, and performance measures, may be found in Attachment A.

Competitive Bid Process/Vendor Performance

No competitive bid is required. The countywide ARP funds were allocated as part of the Board's FY2021-22 budget hearing on September 28, 2021. The Board provided direction of ARP funds set aside for Child, Youth, and Families at the February 22, 2022, Board meeting.
