Reason for Recommended Action/Background
The Yolo County K-12 School Partnerships (K12SP) project is a collaborative effort between the Yolo County Health and Human Services Agency, Yolo County Office of Education, and the five school districts in Yolo County to ensure that Yolo County children can access an array of behavioral health services in a safe, comfortable environment that is familiar to them through a school-based service delivery system. The work of K12SP builds upon a previous iteration of school-based behavioral health services that provided access, linkage, and mentorship for students between 2017-2021 by implementing an interconnected systems framework that aligns behavioral health interventions with the multi-tiered systems of support model utilized by Yolo County Schools.
A formal relationship between the partnered entities began in 2020 through the development of an MOU that allowed the collaborative to successfully apply and receive four million dollars of Mental Health Student Services Act grant funding (MHSSA), which is braided with Mental Health Services Act (MHSA) funding to support the project. The project is currently implemented in four geographic catchment areas (Davis, Esparto/Winters, West Sacramento, and Woodland) through three contracted behavioral health providers: CommuniCare Health Centers, RISE (Rural Innovations in Social Economics) Inc., and Victor Community Support Services. This approach permits each catchment area to modify the project to address the unique needs of the students in each district.
Services through the K12SP began in 2021 after an initial delay with startup and completed the first full year of services in the 2022-2023 school year. The project initially was intended to be funded for four years (2020 -2024) but the delay in implementation and a subsequent funding increase extended the projected timeline to 2025. However, downturns in MHSA funding and poor project revenue generation through Medi-Cal billing have created an uncertain scenario for the future of the project. The overall goal of the project is to develop sustainable funding, and is continuing to explore strategies to that end. In the meantime, the partners are considering how one-time State Child and Youth Behavioral Health Initiative (CYBHI) and the Statewide Multi-Payer School-Linked Fee Schedule might be utilized to further support the project.
