Reason for Recommended Action/Background
The County Administrator's Office, Department of Financial Services, and General Services Department held extensive discussions on the future of County's Procurement Division and the Purchasing Agent function. With the recent appointment of the County's Purchasing Agent to the Director of General Services, staff proposes moving the Procurement Division to the Department of General Services to ensure seamless continuity of operations to best meet the County's needs. This proposed ordinance amends two sections of the County Code. First, the proposed ordinance amends the Code to realign the Purchasing Agent to the General Services Department. Second, the proposed ordinance amends the Code to remove supervision of the Purchasing Agent from the Chief Financial Officer's duties.

The County Administrator's Office, County Counsel's Office, Department of Financial Services and General Services Department all collaborated in the recommendation to move the Purchasing Agent and Procurement Division functions.

There is no fiscal impact associated with the proposed ordinance. The Chief Financial Officer and General Services Director shall closely collaborate to ensure a smooth transition of the procurement function.
