Recommended Action

Approve first amendment to Agreement No. 21-19 with North Valley Behavioral Health to add funding in the amount of $100,000, for a new contract maximum of $2,236,000, for the period of January 26, 2021 through June 30, 2023; and to update the budget and scope of work; and to clarify language in the agreement, for the provision of operations and specialty mental health services at Pine Tree Gardens Board and Care facilities.

Reason for Recommended Action/Background

North Valley Behavioral Health (NVBH) provides 24/7 operation of both Pine Tree Garden homes which includes the following daily activities: 24/7 staffing, food preparation, medication administration and support of residents’ activities of daily living. Further, NVBH as a housing operator has been responsible for ensuring both houses are appropriately stocked with food, activity supplies, housekeeping, office supplies, and hygiene supplies. 

Services aim to restore, maintain, or improve personal independence and functioning consistent with requirements for learning and development. Services are patterned upon evidence-based or best practice-based models of treatment incorporating principles of “recovery” from symptoms of mental illness and are provided in a less restrictive environment, allowing consumers to receive appropriate level of services. Contracting with NVBH allows the County to achieve cost saving by reducing placements in other higher level/higher cost placements.

HHSA is requesting approval of this amendment which adds $100,000 so NVBH can hire a case manager to provide full time support for non-FSP clients residing in either Pine Tree Garden homes.

Competitive Bid Process/Vendor Performance

On December 12, 2017, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) for Adult Residential Treatment Services. The proposal submitted by North Valley Behavioral Health was selected as the top choice by all members of the Review Committee and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services. 

HHSA confirms North Valley Behavioral Health has performed satisfactorily on the current agreement.

No general funds are required by this action. These services will be funded by MHSA. The action increases the contract maximum by $100,000 for a total of $2,236,000 for the period of January 26, 2021 through June 30, 2023. The amount of $100,000 is included in the HHSA adopted budget fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.
