Subject

Adopt a Notice of Exemption finding that the 2024 Road Resurfacing Project is exempt from further environmental review based on Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines and authorize filing of a Notice of Exemption pursuant to Public Resources Code 21152(b); adopt the plans and specifications for the 2024 Road Resurfacing Project and approve the Project; delegate the discretionary authority to adopt the final plans and specifications to the Director, Public Works Division as the Board of Supervisors' designated representative; authorize the Director, Public Works Division to sign the Notice to Bidders; authorize the Department of Community Services to advertise for competitive bids; authorize the Director, Public Works Division, to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed available funds, or to reject all bids; and authorize the Director, Public Works Division, to approve all construction change orders, provided the contract amount does not exceed available funds for the Project. Recommended Action

  1. Adopt a Notice of Exemption finding that the 2024 Road Resurfacing Project is exempt from further environmental review based on Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines and authorize filing of a Notice of Exemption pursuant to Public Resources Code 21152(b) (Attachment B);
     
  2. Adopt the plans and specifications for the 2024 Road Resurfacing Project and approve the Project;
     
  3. Delegate the discretionary authority to adopt the final plans and specifications to the Director, Public Works Division as the Board of Supervisors’ designated representative;
     
  4. Authorize the Director, Public Works Division to sign the Notice to Bidders;
     
  5. Authorize the Department of Community Services to advertise for competitive bids;
     
  6. Authorize the Director, Public Works Division, to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed available funds, or to reject all bids; and
     
  7. Authorize the Director, Public Works Division, to approve all construction change orders, provided the contract amount does not exceed available funds for the Project.

Reason for Recommended Action/Background

These actions will allow the Department to solicit competitive bids and proceed with timely construction of the 2024 Road Resurfacing Project.

BACKGROUND

The proposed County Roads (CR) where pavements will be improved in the 2024 Road Resurfacing Project are located throughout the County as shown on the location map (see Attachment A) and listed below:
  • 4.75 miles on County Road (CR) 31 from CR 93A to CR 98
  • 1.15 miles on CR 93A from CR 32 to CR 31
  • 2.62 miles on CR 32 from Interstate 505 to CR 93A
  • 4 miles on CR 25A from CR 97 to CR 101
  • 0.42 mile on CR 21 (Beamer St) from the Woodland city limit to CR 102
  • 1.2 miles on CR 21A from CR 85B to State Route (SR) 16
  • 0.33 mile on CR 20A from CR 85B to Gable Dr
  • 2 miles on CR 85B from CR 23 to SR 16
  • 2 miles on CR 22 from CR 85B to CR 23
  • 1.3 miles on CR 23 from CR 85B to CR 22
  • 1.25 miles on CR 87 from CR 16 to CR 19
  • 2.45 miles on CR 94B from SR 16 to CR 19
  • 0.72 mile on Netherlands Ave from S River Rd to CR 146B
  • 3.65 miles of roadway in the town of Esparto west of SR 16 (Yolo Ave)
  • 3 miles of roadway in the town of Clarksburg
  • 0.2 mile of roadway in the town of Capay
The project involves pavement preservation of approximately 31 miles of Yolo County roadway, including streets on the west side in the town of Esparto and in the town of Clarksburg. The roadways and streets will be treated by applying a double seal or triple seal treatment on the existing road surfaces. Double seal treatment begins with surface preparation, followed by a microsurface treatment on the existing pavement surface and finished with an asphalt rubber chip seal. Triple seal treatment also begins with surface preparation and a microsurface treatment on the existing pavement surface, followed by an asphalt rubber chip seal and slurry or microsurface to complete the treatment. On road segments where the pavement has far exceeded its design life, the treatment will include completely pulverizing pavement in-place, placing a hot mix asphalt leveling course, then applying an asphalt rubber chip seal followed by a slurry seal. The resurfacing of the roadways will be less than one inch.

The plans and specifications are near complete (Att. E), but final working details may be necessary. To avoid delays with finalizing the plans, specifications, and bid packages, the Board is asked to delegate its discretionary authority to adopt the final project plans and specifications to the Director, Public Works Division. (See, e.g., PCC § 22039 [authorizing delegation of authority to approve plans and specifications to a designated representative].) The project is expected to take approximately 60 working days to complete. Roadwork will be completed under traffic control, that will involve lane closures and minor delays to traffic during the workday.

County Planning staff reviewed the project under the California Environmental Quality Act (CEQA) and determined that it is categorically exempt pursuant to CEQA Guidelines Section 15301(c) (existing highways, streets, and similar facilities). A proposed Notice of Exemption is attached as Attachment B.

Pursuant to the prevailing wage laws and the requirements of our bid specifications, the contractor will be required to pay prevailing wages and will be subject to compliance monitoring by the Department of Industrial Relations (DIR), including submission of certified payroll records.

Pavement preservation is a fight against time; the longer you wait to preserve a roadway surface, the worse the road condition becomes due to age, weathering, and heavy vehicle damage. Public Works Division engineering staff has planned to accelerate pavement treatment of residential neighborhoods in the County. The strategy includes leveraging our Public Works Division road maintenance forces to perform pavement preparation work in the months leading up to bidding a pavement preservation project. With winter approaching, along with weather uncertainty, delegating the authority to adopt the final plans and specifications to the Public Works Director allows for more flexibility to bid the projects in a timely manner. It typically takes two months to award a contract after Board of Supervisors’ authorization. With the 2024 Road Resurfacing Project, staff is aiming to advertise in late winter/early spring when bid prices are more competitive.

Encroachment permits may be required to be secured by the contractor from Caltrans and City of Woodland.

Competitive Bid Process/Vendor Performance

The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at the Department of Community Services. A contract may only be awarded to the lowest responsive and responsible bidder.

Sufficient funds have been budgeted in the FY2023-24 Recommended Road Fund budget for the 2024 Road Resurfacing Project and will also be budgeted in the FY2024-25 Road Fund Requested Budget. Senate Bill 1 (SB 1), the Road Improvement and Accountability Act of 2017, will provide most of the funds for construction.
