Recommended Action
- Delegate signing authority to the Yolo County Procurement Manager to execute the agreement with Ole Health dba CommuniCare OLE in an amount not to exceed $125,000 for the period of January 1, 2024 through June 30, 2024 for the provision of in-custody substance use disorder (SUD) services; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to 1) exercise optional year extensions up to a maximum five (5) year term; and 2) issue related option year notices.

Reason for Recommended Action/Background
Yolo County, similar to other counties throughout the nation, has a significant number of individuals with mental health, substance use, or co-occurring disorders who are in jail. In 2017, the County developed a countywide Sequential Intercept Map (SIM) to be used as a framework for analyzing the adult criminal justice system and to identify gaps in the system. These efforts were a collaboration between Yolo County Health and Human Services Agency (HHSA), the County Administrator's Office (CAO), the Yolo County Community Corrections Partnership (CCP), the Board of Supervisors, and numerous providers throughout Yolo County. In total, the group identified 56 gaps/needs for the system and ultimately prioritized nine for all partners to identify funding and solutions.
As partners continued to refine the gaps and needs of our behavioral health/criminal justice system, three gaps that continued to rise on the priority list were to "increase jail programming including more behavioral health services and evidence-based programming, "Navigator(s) to link people to and help coordinate services post-release," and "Need for a transition after an individual's reentry planning is completed." In an effort to close those gaps and expand the in-custody treatment options available for those needing substance use treatment in our community, the Yolo County Community Corrections Partnership (CCP) has allocated $250,000 annually to the Yolo County Health and Human Services Agency (HHSA) to contract with a provider to support a 10-bed in custody substance use treatment option for individuals who are in custody for 90 days or longer. CommuniCare Health Centers now dba as CommuniCare OLE has a long history of providing substance use treatment in Yolo County and models the in-custody care after its current outpatient services with a specified focus on treatment for individuals in the legal system. CommuniCare OLE currently serves many of our clients and has the resources in place to assist with this service. CommuniCare OLE has a psychical and established presence in Yolo County, allowing them to provide the necessary support and to better connect clients with other local resources. CommuniCare OLE also has established relationships with the Sheriff’s Office, Probation Department, District Attorney’s Office, Public Defender’s Office, and WellPath, our key partners in providing MAT services.
Approval of the request herein will enable HHSA to expedite the approval of the agreement for these crucial services that meet the needs of in-custody individuals who struggle with substance use and need these services as part of their continuum of care. The agreement is currently with CommuniCare OLE for their review and signature. Once HHSA has obtained their approval and signature, the agreement will be routed to the Procurement Manager for the final County signatures.

Competitive Bid Process/Vendor Performance
On March 3, 2023 the County via the Department of General Services, Procurement Division (DGS-Procurement) issued a Request for Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for Substance Use Disorder Adult Continuum of Care services. The solicitation was open for 64 days, (just over 9 weeks). On March 24, 2023, the County offered potential bidders an opportunity to ask questions during a bidder’s conference.
The County received three (3) proposal(s) from this solicitation. DGS reviewed the proposal for minimum requirements and all three (3) proposals were moved forward to the Review Committee, comprised of two (2) HHSA staff members, one (1) Yolo County Probation staff member, and one (1) Placer County staff member.
The Review Committee evaluated the proposals and determined that the proposal submitted by CommuniCare Ole, met all the required qualifications necessary to successfully provide SUD In-Custody treatment services. On or about June 27, 2023 the County issued an Intent to Award letter.

No general funds are required by this action. These services will be funded by Community Corrections Partnership.The total amount of this action is $125,000 for the period of January 1, 2024 through June 30, 2024. The amount of $125,000 is included in the HHSA adopted budget for fiscal year 2023-24. The related funding will be included in the requested budget process for future fiscal years.
