Reason for Recommended Action/Background
In 2022, the County entered into Settlement Agreement No. 22-293 with Granite Construction, which made available to the County 12,000 tons of aggregate material (Attachment A). Departments interested in using the gravel were encouraged to assemble a proposed plan to present to the Board of Supervisors for consideration. The following usage plan was assembled jointly by Yolo County Housing, the General Services Department, and the Department of Community Services as proposed useful sites for the gravel contribution:
- Yolo County Housing: Improve an overflow parking area in the northwest area of the Madison Migrant Center.
- General Services Department: Improve an unpaved area immediately south of the Bauer Building (137 N. Cottonwood Street, Woodland) for a temporary location for a Spay and Neuter Clinic site.
- Department of Community Services: Add aggregate base to the following County Roads (CR) in rural areas north of Cache Creek and Esparto:
- CR 88 between CR 16 and CR 14
- CR 89 between CR 16 and CR 14
- CR 16 between CR 88 and CR 89
- CR 86 between CR 16 and CR 14
- CR 13 between CR 85 and CR 86
- CR 14 west of CR 85, to the end of CR 14
- CR 12 between CR 85 and CR 86
- CR 12A between CR 86 and I-505
Gravel use in all of the above areas would expend the 12,000 tons. Approval of this plan will enable staff to begin requesting gravel in order to meet the agreement deadline for using the material by May 24, 2025.

There is no general fund impact. All groups requesting redemption of the gravel contribution understand they are responsible for trucking (noted in Attachment A) and installation of the gravel material.
