Recommended Action
- Approve first amendment to the Wild Wings Golf Course operation and management agreement with The Management Trust to extend Agreement No. 22-273 for one additional month through January 31, 2024; and
- Authorize the Director of Community Services to approve additional extensions, up to an additional five months, if necessary to accommodate negotiations for a new lease/operations agreement and transition period.

Reason for Recommended Action/Background
On December 6, 2022, the Yolo County Board of Supervisors approved an agreement with The Management Association, Inc. dba The Management Trust ("TMT") to perform temporary management and operation of the Wild Wings Golf Course while County Staff completed a competitive request for proposals (RFP) process (Agreement No. 22-273). The agreement is for a one-year period from January 1, 2023 through December 31, 2023. An RFP was released earlier this year and only one proposal was received from the Wild Wings Homeowners Association (HOA) in September 2023. County Staff are currently negotiating a lease agreement for the Wild Wings Golf Course with the HOA, but have not yet reached final agreement on lease terms. The proposed first amendment extends the current Golf Course management and operations agreement with TMT for one additional month through January 31, 2024 to allow the County and the HOA additional time to finalize negotiations and provides a transition period for the HOA. The monthly management fee of $8,250 to be paid to TMT would remain the same during the extension.
The recommended action also proposes delegating authority to the Director of Community Services to approve additional extensions of the agreement with TMT for up to an additional five months if additional time is necessary to accommodate negotiations and transition to a new Golf Course operator. Staff does not anticipate requiring additional extensions at this time, but delegating authority to the Director of Community Services will provide Staff with flexibility depending on when negotiations with the HOA wrap-up and an additional transition period if required.
