Reason for Recommended Action/Background

The Mental Health Diversion Program's goal is to address the needs of the underserved population living with mental illness who have become involved in the criminal just system.

This program addresses the needs of individuals who have committed crimes based on their mental illness, including substance-use disorders.  The program expands the population currently being served by specialty courts by addressing the needs of individuals who have committed less serious crimes driven by a much larger array of mental illness diagnoses. The Yolo County District Attorney contracted with OLE Health dba CommuniCare OLE to provide these services.

At the July 10, 2023 Community Corrections Partnership Board meeting, they approved OLE Health dba CommuniCare OLE's request to purchase a new vehicle.  This will be funded by one-time Community Corrections Partnership's Innovation funds.

Agreement No. 22-30 was approved February 22, 2022.  With the Board of Supervisor's approval, the Yolo County District Attorney's Office amended this agreement on August 30, 2022, and again on September 12, 2023.  We are asking the Board to amend this agreement again to increase the maximum compensation by $47,400, not to exceed $892,690. At the same time, we are asking the Board of Supervisor to increase the District Attorney's FY2023-24 adopted budget by $47,400.

Collaborations (including Board advisory groups and external partner agencies)

The Mental Health Diversion Program is in collaboration with the District Attorney, Public Defender, Sheriff's Office, Probation, CommuniCare OLE, and Yolo County Superior Courts.
