Approve public art proposal recommendations from the Art Advisory Committee for Monroe Detention Center and Leinberger Memorial Center and delegate authority to the Director of General Services to sign and execute contracts as necessary to implement the art proposals. (No general fund impact) (Pistochini/Flory)

The Board of Supervisors' policy for Art in Public Places (Attachment A) requires that a percent of all new construction be set aside to fund an art project for a new facility. For the Monroe Detention Center and Leinberger Memorial Center projects, 0.4% of the construction budget, $230,500, was reserved for art projects. On April 12th, 2022, the Board of Supervisors received and reviewed the art plan for Monroe Detention Center and Leinberger Memorial Center which then served as the basis for a Request for Qualifications (RFQ), provided in Attachment B, that was released to solicit qualifications from artists nationwide.

The RFQ was released on September 22nd, 2022, and 77 submissions were received. Of those submissions, 30 met the basic requirements and were reviewed by the Art Advisory Committee established for this project. This committee comprised the following individuals:

The Committee intended to review the qualifications and site-specific design proposals before determining the total number of pieces to be commissioned.  Therefore, artists had the opportunity to submit proposals amounting to less than the total budget. Upon review of the 30 artist qualifications, the Committee selected 6 artists to provide site-specific design proposals for a $1,000 stipend. Of the six site-specific design proposals, the Committee is recommending commissioning three artists. Joseph Bellacera, James Dinh and Kenneth McCall were chosen as the artists by the Committee. Bellacera’s proposal (Attachment C) will place an art installation on the interior lobby wall of Leinberger Memorial Center at the cost of $27,000. Dinh’s proposal (Attachment C) will place an art installation in the exterior landscape at the entrance of Leinberger Memorial Center at the cost of $100,000. McCall’s proposal (Attachment C) will place an art installation on the exterior of the Monroe Detention Center entry at the cost of $73,500.
 
These proposals met the required thematic elements, such as its reflection of the community, met safety requirements, and required minimal ongoing maintenance. Project costs as outlined by the artists include all design, engineering, fabrication, and installation of artwork, including all insurance, transportation and travel costs.

Next Steps
Upon Board approval of the Committee's art recommendation, contracts will be prepared with the artists which will include detailed stipulations regarding insurance coverage. Artwork installation is anticipated to occur in July 2024.

The General Services Department collaborated with the Yolo County Arts Council (YoloArts), the Yolo County Sheriff's Office, and the Yolo County Board of Supervisors Districts 4 and 5.

Following the committee review of the 30 submissions of artist qualifications, the committee selected six artists to submit site-specific design proposals. A stipend of $1,000 was provided to the six artists: Mark Abildgaard, Joseph Bellacera, Scott Clendaniel, James Dinh, Kenneth McCall, and Sean Orlando. Design proposals were reviewed by the committee and three artists, Joseph Bellacera, James Dinh, and Kenneth McCall were selected for final recommendation.
