Recommended Action
Approve agreement with Yolo County Children’s Alliance in the amount of $130,000 for the period of July 1, 2024 through March 15, 2027 for the provision of Housing and Homeless services to low-income Yolo County residents including homeless case management services through the Homeless Housing, Assistance and Prevention Program Round 4 grant funding.

Reason for Recommended Action/Background
On or about July 31, 2019, the passing of Assembly Bill 101 enacted the Homeless Housing, Assistance and Prevention Program that provides funding to cities, counties, and local continuums of care to assist persons experiencing or at risk of homelessness throughout California.
On or about December 17, 2021 (revised May 26, 2022), the Homeless Coordinating and Financing Council (“HCFC”) announced the availability of Homeless Housing, Assistance and Prevention Program Round 4 grant funding (“HHAP Round 4”). HHAP is a $1 billion block grant program authorized by AB 140 (see also, California Health & Safety Code section 50216, et. Seq.).
On or about October 11, 2021, County via the Health and Human Services Agency (“HHSA”) submitted an application for HHAP Round 4 disbursement funding.
On or about January 14, 2022, County received notice that it was awarded initial disbursement of HHAP Round 4 funding.
On or about August 22, 2023, County entered into Agreement No. 23-101 (“State Agreement No. 23-HHAP-10073”) with Business, Consumer Services and Housing Agency (“BCSH”) to accept the initial disbursement of HHAP Round 4 funding.
HHSA requests approval of this Agreement with Yolo County Children’s Alliance which will provide the following services to Yolo County residents in need of housing:

County Counsel has approved this Agreement as to form.
Competitive Bid Process/Vendor Performance
There was no competitive bid process for this agreement. The funding provided under this Agreement is not sourced from any fund associated with Yolo County. The funding provided under this Agreement is sourced from federal grants obtained by the Yolo County Health and Human Services Agency. Given the external source of the funding provided under this Agreement, procurement of services and allocation of funds are subject to federal grant-specific requirements rather than the traditional RFP process of Yolo County. This Agreement is therefore exempt from Yolo County's standard RFP procedures, provided that all selections and procurements are made in accordance with the stipulated federal and grantor requirements.
Proposals for homeless support services were presented to the Yolo County Executive Commission and approved March 7, 2024. The Commission to Address homelessness consists of six (6) voting seats. The six (6) seats consist of one (1) individual who serves as a currently elected official in the City of Woodland; and (1) one elected official in the City of West Sacramento; and one (1) elected individual in the City of Davis; and one (1) elected individual in the city of Winters; and one (1) individual who serves as an elected County Supervisor; and one (1) individual who serves as the elected representative of the Homeless Continuum Care. Yolo County acts as the administrative body for the Executive Commission and is initiating this contract on its behalf.
There are no current Performance Outcomes or RBAs for this agreement as it is a new agreement. We also don't have comparable RBAs to show from prior agreements of similar contract scope as this is a new scope of service. RBAs and Performance Measures will be tracked on this contract and will be available to the board and the public over the length of the contract cycle.
