Approve reimbursement of $200,000 to the Road Fund for FY 2023/24 efforts to assemble construction ready documents, to pursue grant application opportunities, and implement construction of road projects and adopt budget resolution increasing appropriations and estimated revenues for the Road Fund by $200,000 for reimbursement of project activities. Recommended Action

  1. Approve reimbursement of $200,000 to the Road Fund for FY 23/24 efforts to assemble construction ready documents, to pursue grant application opportunities, and implement construction of road projects; and
     
  2. Adopt a budget resolution increasing appropriations and estimated revenues for the Road Fund by $200,000 for reimbursement of project activities for FY 23/24.

Reason for Recommended Action/Background

In the Fiscal Year (FY) 23-24 Adopted Budget, the Board of Supervisors allocated $200,000 in contingency funds to the Department of Community Services for efforts to assemble construction ready documents, to pursue grant application opportunities, and implement construction of road projects.
 
For FY 23-24, County staff efforts of $200,000 were expended for work on the following projects that are in process:
  • Ongoing efforts by our grant writing consultant to pursue funding opportunities for the County Road 32A Railroad Crossing Relocation Project
  • Ongoing efforts by our grant writing consultant to pursue funding opportunities for the County Road 98 Bike and Safety Improvement Project Phase II
  • Efforts by staff for securing Safe Streets 4 All grant funding for development of a Countywide Safety Action Plan
  • Efforts by staff for coordinating the submittal of an Alternative Transportation Program Cycle 7 grant application for the SR-128/I-505 Interchange/Russell Blvd Active Transportation Improvements Project, and for eventual transfer of project to the County
  • Finalizing staff design efforts on the 2023 Road Rehabilitation Project
  • Finalizing staff design efforts on the 2024 Road Resurfacing Project
  • Beginning staff design efforts on the 2025 Pavement Preservation Project
The attached budget resolution is needed to complete the $200,000 reimbursement to the Road Fund using the contingency funds. Such appropriations are authorized with a four-fifths vote of the Board of Supervisors pursuant to Government Code section 29125.

With approval of this reimbursement, all $200,000 of the allocated contingency funding has been expended in FY 23-24.
