Approve agreement with the State of California Employment Development Department to accept a funding allocation under Subgrant No. AA511045 in the amount of $681,754 for the period of April 1, 2024 through June 30, 2026 for the provision of youth services related to the Workforce Innovation and Opportunity Act program; and adopt a resolution authorizing the Chair to execute State Workforce Innovation and Opportunity Act Subgrant No. AA511045. Recommended Action
- Approve agreement with the State of California Employment Development Department to accept a funding allocation under Subgrant No. AA511045 in the amount of $681,754 for the period of April 1, 2024 through June 30, 2026 for the provision of youth services related to the Workforce Innovation and Opportunity Act program; and
- Adopt a resolution authorizing the Chair to execute State Workforce Innovation and Opportunity Act Subgrant No. AA511045; and
- Authorize the Purchasing Agent, or designee, to execute any financial or non-financial extensions or amendments to the agreement, upon approval as to form by County Counsel; and
- Authorize the Director of the Yolo County Health and Human Services Agency, or designee, to sign fiscal and program reports and forms required under the agreement, including reports and forms required under any extensions or amendments thereto.

Reason for Recommended Action/Background
Under Title I of the Workforce Innovation and Opportunity Act (WIOA) of 2014, Youth Formula funds are provided to the states by the federal government. In turn, states provide resources to local workforce areas, including Yolo County (County), to deliver a comprehensive array of youth services that focus on assisting out-of-school youth and in-school youth in overcoming one or more barriers to employment. This assistance helps youth prepare for post-secondary education and employment opportunities, attain educational and/or skills credentials, and secure successful career and promotional opportunities in the long run.
The WIOA Youth Program funding helps the County to arrange services and activities that work towards improving educational attainment among youth, preparing youth for employment success, and providing supportive services to ensure youth in the County have the necessary education, skills, and training to compete in the local economy while matching employers’ need of skilled workers to compete in a globalized economy.
Staff recommends approval of this Agreement (Att. A. Agreement) and adoption of the Board Resolution (Att. B. Board Resolution), which will allow the County to continue to provide services and activities that enhance skills and/or education among local youth to make them more employable in competitive job markets.
Performance Measures included in this Agreement are as follows:
