Recommended Action

Approve agreement with Yolo Wayfarer Center in the amount of $779,010 for the period of October 1, 2024 to June 30, 2027, for the provision of interim housing for women and families experiencing homelessness with serious behavioral health conditions, including serious mental illness and/or substance use disorder through the Behavioral Health Bridge Housing (“BHBH”) Program.

Reason for Recommended Action/Background

On or about June 23, 2023, the California Department of Health Care Services (“DHCS”) awarded funding to County to operate bridge housing settings to address the immediate and sustainable housing needs of people experiencing homelessness who have serious behavioral health conditions, including serious mental illness (“SMI”) and/or substance use disorder (“SUD”).

This Agreement will be funded through DHCS’s Behavioral Health Bridge Housing (“BHBH”) Program and neither DHCS nor any of its departments, agencies, or employees is or will be a party to this Agreement or any lower tier subcontract/consulting arrangement; the funds will be administered by Advocates for Human Potential, Inc.

On or about October 3, 2023, County entered into an agreement with Advocates for Human Potential, Inc. to serve as the administrative entity supporting County’s implementation of the BHBH Program.

As part of the BHBH Program, Yolo Wayfarer Center will provide interim housing for women and families experiencing homelessness with serious behavioral health conditions, including SMI and/or SUD, by providing five (5) units/rooms that include their own bathroom. Rooms may be assigned to a family or up to 4 single women. Yolo Wayfarer Center will provide the following services, including but not limited to:
  • Outreach meetings and formal events
  • Enhanced Care Management (ECM)
  • Case Management
  • Wellness checks and engagement activities
  • Behavioral health services
  • Rental assistance
  • Housing navigation services
  • Auxiliary funding in assisted living

HHSA request approval of this Agreement to ensure that unhoused women and families with serious behavioral health conditions, including a serious mental illness and/or substance use disorder conditions, that prevent them from accessing help and moving out of homelessness, are provided with immediate and sustainable housing to create stability and access to behavioral health services. This contract is designed to reach the historically underserved client populations that are most in need of supportive services. If this agreement is not approved, this population will remain underserved.

This is a new agreement, therefore there are no prior performance measures to report.

Advocates for Human Potential

Competitive Bid Process/Vendor Performance

On or about April 30, 2024, the then acting Yolo County Procurement Manager or designee approved a sole source procurement for these services. A sole source was deemed appropriate for these services because Yolo Wayfarer Center and the City of West Sacramento were the only providers willing to participate in the BHBH Program and committed to add beds for individuals with a history of SUD or SMI within the timeframe and requirements set by the State. The BHBH grant obtained by the County requires that the County add additional beds to its inventory within twelve (12) months. Factors considered, included but were not limited to 1) Yolo Wayfarer Center is capable of meeting the tight timeframes outlined within the grant, 2) funding would need to be returned if the sole source were not approved, and 3) County would lose the opportunity to receive an additional $7,000,000 to assist this vulnerable population.

No general funds are required by this action. These services will be funded by a Behavioral Health Bridge Housing (BHBH) Program funding allocation. The total amount of this action is $779,010 for the period of October 1, 2024 through June 30, 2027. The amount of $429,700 is included in the HHSA adopted budget for fiscal year 2024-25. The related funding will be included in the HHSA budget process for future fiscal years.
