Recommended Action

Approve a subaward agreement with Bay Area Community Services Housing Corporation (BACSHC) in the amount of $2,803,059.57 utilizing Housing and Homelessness Incentive Program (HHIP) and Homeless Housing, Assistance and Prevention Program (HHAP) Round 4 funding for the acquisition and development of residential properties to provide services to families and individuals that are homeless or at risk of homelessness.

Reason for Recommended Action/Background

In 2019 with the passing of Assembly Bill 101, the State enacted the Homeless Housing, Assistance and Prevention Program (“HHAP”) that provides funding to cities, counties and local continuums of care to assist persons experiencing or at risk of homelessness throughout California. There have been several rounds of HHAP grant funding since then. On or about December 17, 2021 (revised May 26, 2022), the Homeless Coordinating and Financing Council (HCFC) announced the availability of HHAP Round 4 grant funding (“HHAP Round 4 funding”). HHAP Round 4 funding is a $1 billion block grant program authorized by AB 140 (see also, California Health & Safety Code section 50216, et. seq.). On or about October 11, 2021, County via the Health, and Human Services Agency (HHSA) submitted an application for HHAP Round 4 funding. On or about January 14, 2022, County received notice that it was awarded initial disbursement of HHAP Round 4 funding. Subsequently, the County entered into Yolo County Agreement No. 23-101 (also known as State Agreement No. 23-HHAP-10073) to accept the initial disbursement of HHAP Round 4 funding.

On or about January 24, 2023, the County entered into a Memorandum of Understanding (“MOU”) with Partnership HealthPlan of California (“PHC”) regarding the Housing and Homelessness Incentive Program (“HHIP”); and on or about August 22, 2023, County entered into Agreement No. 23-101 (also known as State Agreement No. 23-HHAP-10073, with Business, Consumer Services and Housing Agency (“BCSH”) to accept the initial disbursement of HHAP Round 4 funding.

Now HHSA is requesting approval of this Agreement with BACSHC utilizing HHIP and HHAP Round 4 funding. The HHAP funding shall be used for developer fees and the HHIP funding is to be used for acquisition of real estate property. The properties purchased under this Agreement will be used for providing services to families and or individuals that are homeless or at risk of homelessness for a minimum of ten (10) Years. There is a dire need in the County of Yolo to develop additional inventory for unhoused individuals. Currently, the unhoused community is larger than the current inventory of housing. Approving this contract will add additional beds for unhoused people and a pathway to permanent housing. Services provided will include the following:

Client house matching and housing retention services to include:
  • Provide staffing for program to adequately deliver and develop linkages with which to assist the participant
  • Housing support and independent living skills
  • Place clients in permanent supportive housing
  • Provide fixed rents significantly lower than market rate
Case Management wraparound services to include:
  • Benefits Advocacy
  • Crisis Navigation services
  • Substance use support services referrals
  • Employment readiness/job support services
  • Budgeting assistance/money management
The provider’s mission is “whatever it takes” to uplift individuals, families, and communities while working to get them stably housed. In 2023, the BACSHC reported helping 2,820 households stay housed and they provided behavioral health crisis support to 3,173 individuals instead of utilizing emergency departments. In addition, the BACSHC is an expert in acquiring existing properties and creating co-op housing units for individuals to be able to have permanent housing and have a forever home. Currently BACSHC owns 300+ units of housing (single family homes) and these units become self-sustaining as clients contribute 30% of their income towards rent for the maintenance and upkeep of the properties.

Performance Measures included in this Agreement are as follows:
There are no current performance data for the services provided under this agreement, as it is a new agreement, and the County has no formal data from services from this provider. Formal performance measures are included in Attachment A, Attachment 4A. These performance measures will be tracked regarding the services provided under this agreement and will be available to this Board and the public over the length of the contract cycle.

Executive Commission on Homelessness Board

Competitive Bid Process/Vendor Performance

On December 8, 2023, Yolo County had an initial meeting with Bay Area Community Services Housing Corporation (BACSHC) at the recommendation of a partner agency for our Connection to Care Program. The Community Partner highly recommended BACSHC for housing services in the Connection to Care Program following the initial housing partner declining to provide services. At this discussion with BACSHC, the service provider indicated that they could not enter a new county without a more robust investment and becoming a part of the fabric of the Yolo County Housing Continuum. BACSHC then met with the Yolo County Continuum of Care (HPAC) and the Executive Commission to ensure their services aligned with the Yolo County Housing Continuum of Care. The Executive Commission requested BACSHC present their services addressing homelessness to the Executive Commission, community partners, and the general public. On February 19, 2024, the Contract Proposal was presented to the Executive Commission on Homelessness Board, accompanied by Staff Reports. Subsequently, on March 7, 2024, the Executive Commission received a full presentation from Bay Area Community Services Housing Corporation (BACSHC). During this meeting, the Executive Commission requested that BACSHC return for a special meeting to provide a more detailed presentation of their services.

On March 19, 2024, BACS delivered an in-depth presentation to the Executive Commission at a special meeting. Following this presentation, the Executive Commission approved funding for BACSHC in the amount of $2,604,671.57 from the Homeless Housing, Assistance, and Prevention (HHIP) funds and $198,388 from the Homeless Housing, Assistance, and Prevention Program Round 4 (HHAP 4) funds. The purpose of this funding is to increase housing inventory for homeless individuals in Yolo County.

The total amount of this action is $2,803,059.57 for the term of the Agreement. The amount of $2,803,059.57 is included in the HHSA adopted budget for fiscal year 2024-25.
