Reason for Recommended Action/Background

In October 2021, Community Corrections Partnership began funding the Mental Health Diversion Program.  The goal of this program is to address the needs of an underserved population living with mental illness and involved in the criminal justice system.  The program addresses the needs of individuals who have committed crimes based on their mental illness (including substance-use disorders).  This program expands the population served by our Specialty Courts (Mental Health & Addiction Intervention Courts) by addressing the needs of individuals who have committed less serious crimes driven by a much larger array of mental health diagnoses.

CommuniCare+OLE has been providing the services since the start of this program, and we would like CommuniCare+OLE to continue to provide services. This would ensure continuity of care for the current participants as these participants are facing criminal charges. A delay in their treatment could have immediate consequences such as recidivism, incarceration, and criminal convictions.  All of which could disrupt employment, family relationships, and further exacerbate treatable medical conditions.

Funding for CommuniCare+OLE was approved by the CCP board in April 2024 and approved by the Board of Supervisors with the recommended budget on June 11, 2024.

Collaborations (including Board advisory groups and external partner agencies)

The Mental Health Diversion program is in collaboration with the Public Defender, Sheriff's Office, Probation, CommuniCare+OLE, and the Yolo County Superior Courts.

County Counsel has reviewed and signed the agreement with CommuniCare+OLE

Funding for the Mental Health Diversion program is funded by CCP. Funding for CommuniCare+OLE was approved by the CCP board in April 2024 and approved on the recommended budget by the Board of Supervisors on June 11, 2024.
