Adopt budget resolution in the amount of $8,611 using Detention Transportation FY 2024-25 budgeted funds for the purchase of a dual-band APX 8500 radio for a new inmate transportation vehicle, and approve the amendment to the FY 2024-25 Authorized Equipment List. (No general fund impact) (4/5 vote required) (Lopez/Davis)

Recommended Action

  1. Adopt budget resolution to move $8,611 in FY 2024-25 Detention Transportation budgeted funds from major object Services and Supplies to major object Equipment for the purchase of a dual-band APX 8500 radio; and  
     
  2. Approve amendment to the FY 2024-25 Authorized Equipment List allowing the purchase of the equipment.

Reason for Recommended Action/Background

On September 27, 2022, the Yolo County Board of Supervisors adopted the County of Yolo Budget for fiscal year 2022-23. Included in the Authorized Equipment list was the approval to purchase an inmate transport vehicle.  Due to extensive manufacturing delays, this vehicle was not received until May 2024, and is currently with the builder for outfitting. Because of the delays, the decision was made to defer ordering the items necessary to complete installation. Sheriff's Office staff has recently visited the builder on site to assess progress, and has determined it is time to purchase the remainder of the emergency equipment necessary to fully outfit the vehicle for law enforcement duty.  

The Sheriff's Office is requesting the purchase of an APX 8500 dual-band radio for installation in the transport van. We currently utilize a mix of programmable two-way and dual-band radios and reuse emergency equipment when possible. However, two-way radios are being phased out as they have become obsolete and will soon be out of compliance because they are not encrypted. An encrypted signal is required in California if staff identify people by name and date of birth via airwave. The dual-band radio meets the mandatory Project 25 (P25) compliance standards for interoperation between regional law enforcement and other support agencies, allowing for the Sheriff’s Office to communicate with other agencies during times of emergencies or other natural disasters and serve the public in a more efficient manner.

Because the item is a fixed asset, the Sheriff's Office is also requesting Board authority to amend the 2024-25 Authorized Equipment List.

County Counsel has approved the attached resolution as to form. Purchasing will assist with the procurement of the fixed assets.

The pricing for dual-band radios falls under the HGAC Contract.

There is no associated cost to the County by approving the budget resolution and no new general fund or Public Safety Funds are required to purchase the fixed assets. The FY 2024-25 Detention Transportation Budget has sufficient funding to purchase the requested equipment. The Sheriff’s Office now requests approval of a budget resolution to move $8,611 from the major object Services and Supplies to the major object Equipment.
