Reason for Recommended Action/Background
The purpose of the commission is upon request of the Board of Supervisors, this commission reviews and makes recommendations on specific issues and policy questions, as well as state and federal legislation and regulations relating to the aged, disabled, or other adults needing the protection of authority and state; serves as the County’s policy liaison to the Area 4 Agency on Aging; reviews, considers, develops and advances plans for Board of Supervisors’ consideration for better coordination of County resources devoted to the aged, disabled and other adults needing the protection of authority and state.

Emergency Preparedness for Older Adults and Persons with Disabilities Project
In 2019 a Subcommittee on Emergency Preparedness and Evacuation of Older Adults and Persons with Disabilities was appointed by the CAAS. Older adults and persons with disabilities where most at risk during the Camp Fire in Butte County the prior year and again in the LNU Fire in 2020. The subcommittee discussed ways to inform the public on how to be prepared and creating an evacuation plan. This education was distributed through Yolo Healthy Aging Alliance, at in-person and virtual meetings and with materials distributed as health fairs. These instructional videos can be found at https://www.yolohealthyaging.org/education-emergency-and-transport . Recommendations were also made to the county, the cities, and for further work by the commission. In collaboration with Yolo County Office of Emergency Services community, input was provided on improvements to Yolo Alert (now Alert Yolo) and the creation of an Emergency Services Council. On January 28, 2020, the subcommittee presented its report and recommendations to the Board of Supervisors (see attached). Today’s report is a summary of progress on these and 4 additional recommendations.\
- Of the original nine recommendations, 8 have been completed, with one still needing to be considered.
- Of the 4 later recommendations, 1 has been fully implemented, 2 have been resolved, and 1 is half done.
- Additionally, several new projects and programs have been developed.
- When signing up for Alert Yolo, a person with a disability can check the appropriate box, so that OES understands their limitations. This is a creative way to keep a virtual volunteer disaster registry.
- Residential Care Facilities for the Elderly need specialized disaster training for their particular needs. This is the only recommendation that has not been addressed and will be discussed further.
- The OES website now contains information on what to do during power outages, as well as information for older adults and the disabled on what to do during an emergency. This includes 6 modules with handouts for public viewing.
- The state now mandates the development of guidelines addressing wandering associated with Alzheimer's disease and dementia for law enforcement and first responders. Yolo County Search and Rescue Team has a dementia safety course as a required part of their training. Woodland's SNAP list identifies those with Alzheimer's disease and dementia.
- The accessibility and navigability of the County OES website has been improved, with a variety of new information.
- The Capay Valley Fire Protection District has a Capay Valley Emergency Response Auxiliary dedicated to supporting first responders. It is interested in forming a Community Emergency Response Team (CERT}.
- Go-kits were given to all IHSS recipients. The county will need to identify continued funding for this program.
- The Board of Supervisors made increasing the OES budget a legislative priority.
- The county is re-instituting the Disaster Services Council, to promote effective coordination, collaboration and communication between the County and various cities within Yolo County.
Following the initial BOS presentation, four additional recommendations were added with the following outcomes: - Alert Yolo has been created, answerable only to Yolo County (rather than multi-county) for implementation, that features the ability for applicants who sign up for alerts to also list any disability they may have.
- During the pandemic there were multiple changes to Yolo County health officers and no named health department, making it difficult for citizens to find public health-related information. Since this time, we now have a long-term Health Officer and the Department has been renamed the Yolo County Health Department.
- There is no written policy on visitation to long-term care facilities during an infectious outbreak. According to Yolo County Health Officer Dr. Amy Sisson, health officers have the authority to do what is necessary to protect the public health and make decisions on visitation depending on the situation at the time. This resolves the Emergency Preparedness Subcommittee's request for such a written policy.
- Similarly, there is no formal County policy on releasing the location of an outbreak. A health officer must use their best judgment in the situation. This resolves the Emergency Preparedness Subcommittee's request for such a written policy.
- A member of our Emergency Preparedness Subcommittee and Chair of the Yolo County IHSS Advisory Committee was appointed to the California Standardized Emergency Management Alert & Warning Specialist Committee. She wrote and revised the State's alert and warning guidelines to better address the requirements of those with access and functional needs.
- OES formed the Yolo OES AFN Working Group to represent those with access and functional needs in emergency planning. They developed the Yolo Ready program, a neighborhood emergency preparedness program much like Neighborhood Watch.
- The Yolo County Fire Safe Council was formed to reduce the risk of wildfire to protect people, property and resources throughout the county.
Report on the Needs of Aging Caregivers of Persons with Intellectual and Developmental Disabilities (I/DD) in Yolo County
Alta California Regional Center (ACRC) operates as a not-for-profit organization under contract with the California Department of Developmental Services. Its primary role is to determine eligibility and coordinate services for individuals with developmental disabilities, as outlined by the Lanterman Act. In Yolo County, there are more than 2,100 ACRC clients. There are around 730 adult clients over the age of 23 living in Yolo County with 56% of them live with a parent, relative, or legal guardian. As ACRC clients depend on those that they live with to be safe, it is important that planning occurs to assure continuity of care in the event that the family caregiver is no longer available or able to care for the person with I/DD.
Local advocate and mom of a person with I/DD came to the Yolo County CAAS with the issue of better understanding the needs of the caregivers as well as the person with I/DD. This resulted in an Ad Hoc Committee on the Needs of Caregivers of Persons with I/DD. The committee has been meeting over the past two years to understand the issue by looking into the data, current programs and services and needs. A series of five in-person and one virtual meetings were held throughout Yolo County.
The attached report provides the findings from these town halls and the recommendations to the Board of Supervisors, the cities and further work by the CAAS to address the identified needs.
