Recommended Action

Approve first amendment to Agreement No. 23-292 with Wayfinder Family Services to add funding in the amount of $14,057 to 2023-24 for a new contract maximum of $1,514,057, for the period of January 1, 2024 through June 30, 2025, and to update and clarify language for the provision of supervised visitations and coaching services.

Reason for Recommended Action/Background

Supervised Visitation and Coaching Services Program (SVCSP) are the coordination and provisions of scheduled contact between the child(ren) in a family and the child(ren)'s biological parent(s), adoptive parent(s), or other relative. The goal of this supervised visitation is to ensure child safety and to provide feedback and coaching for the parent to increase attachment and bonding for the child in the presence of a third party.

SVCSP is designed to create a positive, safe, and neutral environment where children and their caregivers can be assured that services will provide close supervision that ensures the child is safe. SVCSP provides feedback and coaching to the parent to increase the understanding of child development, parenting skills, and increasing the parent's protective capacity. The program is designed to provide a safe exchange component complete with safety protocols that keep parents separated during visitation or exchange drop-off in compliance with orders of "no contact" and protection. Activities include supervised parenting activities that promote effective parenting skills and encourage positive parenting through role-modeling, coaching, verbal communication, monitored child exchange, and neutral drop-off/pick-up services.

As a result of a competitive solicitation process, Wayfinder Family Services (details below) was selected to provide supervised visitation and coaching services. On or about December 19, 2024, the County and Wayfinder Family Services entered into Agreement No. 23-292 to provide these services.

Now Health and Human Services Agency (HHSA) staff are requesting approval of this first amendment that will add funding for 2023-24. The additional funding is needed to pay remaining FY 2023-24 invoices. BOS approval will allow continued services for children and families without a break in services.

Performance Measures included in this Agreement are as follows:
The Performance Measures were included in the underlying Agreement and are not being revised at this time (See Attachment A Exhibit F). HHSA confirms Wayfinder Family Services has performed satisfactorily under this agreement. For FY23/24:
  • Youth Served (Unduplicated): 130 (West Sacramento-79, Woodland-51).
  • Providers/Individuals Served (Unduplicated): 133 (West Sacramento-80, Woodland-53).
  • 94% of individuals were able to schedule their visits within five days.
  • 92% of individuals increased knowledge of positive and safe parenting skills.
  • 96% of individuals improved ability to provide a safe and nurturing environment.
  • 92% of individuals were able to re-establish parent-child attachment with their child(ren).

Competitive Bid Process/Vendor Performance

On May 16,2023, the County via the General Services Department, Procurement Division (GSD) issued a Request For Proposal (RFP) on behalf of the Health and Human Services Agency (HHSA) for supervised visitation and coaching services. The solicitation was open for 35 days (5 weeks). On May 23,2023, GSD, and HHSA offered potential bidders an opportunity to ask questions during a bidder’s conference.  The County received 1 (one) proposal(s) from this solicitation (see below).  GSD reviewed the proposal for minimum requirements and one proposal was moved forward to the Review Committee, comprised of four (4) HHSA staff. The Review Committee evaluated the proposals and determined that the proposal submitted by Wayfinder Family Services met all the required qualifications necessary to successfully provide these services.  On August 14, 2023, the County issued an Intent to Award letter.

Further explanation as needed:

No general funds are required by this action. These services will be funded by 1991 Social Security (SS) Realignment. The action increases the contract maximum by $14,057 for a total of $1,514,057 for the period of January 1, 2024 through June 30, 2025. The amount of $14,057 is included in the HHSA adopted budget for fiscal year 2023-24. The funding for future fiscal years will be included in the requested budget process for those future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2027, nor shall the total contract maximum exceed the amount of THREE MILLION FIVE HUNDRED FOURTEEN THOUSAND FIFTY-SEVEN DOLLARS ($3,514,057), unless otherwise agreed to in writing by the parties and in conformity with the then-current County Procurement Policy.
