Reason for Recommended Action/Background

On November 9, 2021, the County entered into an agreement with Luhdorff and Scalmanini Consulting Engineers (LSCE) for engineering and design services of a new well in the Wild Wings County Service Area (CSA) (Attachment A). After evaluating the intended well site at Canvasback, it was determined a well would not likely meet water quality standards without additional treatment. County staff and LSCE investigated potential locations for a new well and identified a site that satisfied initial site assessments. Further investigation was then required to characterize hydrogeologic conditions, water quality, and zone specific water levels, which included drilling a test hole that would be converted to a monitoring well at the new Wood Duck site. A First Amendment was approved by the Board of Supervisors on March 22, 2022, to include these additional services for investigating the quantity and quality of water at the Wood Duck well site and preparing preliminary production well design. 

In 2023, bids for the Wood Duck well came in much higher than expected and exceeded available funding, requiring the County to redesign the project to reduce costs. On May 21, 2024, the Board approved the Second Amendment to Agreement No. 21-275 with LSCE to revise the budget and scope of work to better address and reflect LSCE's services for the necessary redesign of the Wild Wings Wood Duck Pump Station and increased the maximum compensation by an additional $130,650. LSCE continues to work on a phased design for the Wood Duck well.  The Board of Supervisors approved the Phase 1 design plans and specifications on November 5, 2024.  Phase 1 is currently out to bid, and LSCE continues its work on the redesign of Phase 2 of the project.  

In order to allow sufficient time to complete the design work for the Wild Wings Wood Duck Pump Station, County staff recommend the approval of the Third Amendment (Attachment B), to extend the term of Agreement No. 21-275 for one additional year through December 31, 2025.

Competitive Bid Process/Vendor Performance

The competitive bid process was conducted per County Procurement policy in 2021. Formal bids were received from Luhdorff and Scalmanini Consulting Engineers and Wood Rodgers. Luhdorff and Scalmanini Consulting Engineers were selected based on qualifications.

The Department confirms Luhdorff and Scalmanini Consulting Engineers have performed satisfactorily on the current agreement.

There is no additional expense associated with this action, as the contract has available unused funding which has been incorporated into the FY 2024-2025 budget for the Wild Wings Water Fund and adopted by the Board of Supervisors as part of the annual budget approval process.
