Recommended Action

Reason for Recommended Action/Background
The project approval and adoption of the Notice of Exemption will allow the project to move forward to final design and construction ready plans.
BACKGROUND
The 2025 Pavement Preservation Project will seal the pavement to protect the existing road structure and extend the life of the pavement. The County Roads (CR) included in the project are located throughout the County as shown on the location map (see Attachment A) and listed below:

- 19.58 miles in the Capay Valley including:
- 0.48 miles on County Road (CR) 40A/Rumsey Canyon Rd from State Route (SR) 16 to the north end
- 1.09 miles on CR 41 from 406’ north of the Cache Creek Bridge to the north end at a cattle guard gate
- 0.87 miles on CR 41A from CR 41 to the east end
- 0.64 miles on CR 42 from the west end to the east end
- 0.09 miles on CR 42B from SR 16 to the east end

The Project involves pavement preservation of approximately 50 miles of Yolo County roadway, including the entire Capay Valley, North Davis Meadows, Binning Tract, State Highway 113 frontage county roads (CR 99D and CR 100A) between North Davis Meadows and the City of Davis, Willow Oak, and important County collector roads between Davis and Woodland. 18 miles on CR 99W and intersecting segments at CR 17, CR 8, and CR 1 will re-stripe centerline striping, fog line shoulder striping, and stop bars and stop legend markings previously painted during the 2022 Pavement Preservation Project. The roadways and streets will be treated by applying an asphalt rubber cape seal or triple seal treatment on the existing road surfaces. Some roads needing more extensive maintenance will require pulverization of existing asphalt surfaces, a thin asphalt leveling course and asphalt rubber cape seal on top. Asphalt rubber cape seal treatment begins with surface preparation, followed by an asphalt rubber chip seal on the existing pavement surface and finished with a microsurfacing type II surface seal on top. Triple seal treatment also begins with surface preparation then a microsurface treatment on the existing pavement surface, followed by an asphalt rubber chip seal and slurry or microsurface to complete the treatment.
County Planning staff reviewed the Project under the California Environmental Quality Act (CEQA) and determined that it is categorically exempt pursuant to CEQA Guidelines Section 15301(c) (existing highways, streets, and similar facilities). A proposed Notice of Categorical Exemption is attached as Attachment B.
