Approve and authorize the Chair to sign Agreement No. 24MHSOAC026 with Mental Health Services Oversight and Accountability Commission (MHSOAC) to receive funding in the amount of $450,000 for the period of Execution of Agreement through December 31, 2027 for the receipt of Mental Health Student Services Act (MHSSA) Round 4 funding. Recommended Action
- Approve and authorize the Chair to sign Agreement No. 24MHSOAC026 with Mental Health Services Oversight and Accountability Commission (MHSOAC) to receive funding in the amount of $450,000 for the period of Execution of Agreement through December 31, 2027 for the receipt of Mental Health Student Services Act (MHSSA) Round 4 funding;
- Authorize the Yolo County Procurement Manager, or designee, to execute any non-financial extensions or amendments of the Agreement upon approval as to form by County Counsel; and
- Authorize the Director of Health and Human Services Agency, or designee, to execute any fiscal and program forms and reports required under this Agreement, including forms and reports required under any extensions or amendments thereto.

Reason for Recommended Action/Background
Senate Bill 75, as Chaptered in the 2019 Budget Act, included the Mental Health Student Services Act (MHSSA) to establish and strengthen school-based mental health partnerships between county and city behavioral health departments, school districts, county office of education, and charter schools. Improved access to mental health services is foundational to supporting children and youth to develop into healthy, resilient adults. Comprehensive models and integrated services that are tailored to individual and family needs have the best chance of improving health and academic outcomes. The MHSSA is intended to foster stronger school-community mental health partnership that can leverage resources to help students succeed.
To date, there have been a total of $255 million awarded to 57 counties. Yolo County has been awarded MHSSA grant funding in two prior rounds totaling just over $5 million. The MHSSA grant funding was the catalyst for the formation of the K-12 School Partnerships Program, which is a partnership between Yolo County Health and Human Services Agency, Yolo County Office of Education, and all five County school districts. Through the K-12 School Partnership, community based mental health providers have been serving the school districts, providing three tiers of mental health supports since November 2021.
In May 2024, the Mental Health Oversight and Accountability Commission (MHSOAC) released another round of MHSSA funding to address four priority areas: Marginalized and Vulnerable Youth, Universal Screening, Sustainability, and Other Priorities. Yolo County applied for, and was awarded, MHSSA Round 4 funding under the Sustainability category. The $450,000 grant is to support continuous quality improvement and long-term sustainability of school-county partnerships funded by the MHSSA grant.

No general funds are required by this action. This action will lead to revenue generation from MHSOAC in the amount of $450,000 for the period of Execution of Agreement through December 31, 2027. The grant amount was not included in the HHSA adopted budget for 2024-25, but will be added during the mid-year budget.
