Reason for Recommended Action/Background
This amendment will allow Consor North America, Inc. (Consor) to provide design support to the County through the construction phase of the Rumsey Bridge Project.
BACKGROUND
On December 6, 2011, the Board of Supervisors approved an agreement with Consor (previously Quincy Engineering, Inc.) for bridge design and environmental services on two County bridge projects, County Road 99W over Buckeye Creek near Dunnigan, and County Road 41 over Cache Creek in Rumsey (Rumsey Bridge Project). The contract was executed on September 17, 2012, and work on both projects began shortly thereafter.
The consultant’s work for the County Road 99W bridge replacement over Buckeye Creek concluded after the bridge construction was completed in summer/fall 2017.
The design and environmental process for the Rumsey Bridge Project has been more complicated due to the historical significance of the bridge, which required a more formal decision-making process to determine whether to rehabilitate or replace the bridge, and the significant public involvement that has taken place for these project complexities.
The Board of Supervisors adopted the Initial Study/Mitigated Negative Declaration (IS/MND) on September 29, 2020, as the appropriate level of environmental review in accordance with the California Environmental Quality Act (CEQA). On August 26, 2020, Caltrans concluded that a Categorical Exclusion was the appropriate determination for the Project under the National Environmental Policy Act (NEPA).
Caltrans authorized the County to initiate the right-of-way (ROW) phase on March 11, 2021. On October 8, 2024, the Board of Supervisors approved the purchase of the necessary right-of-way to construct and operate and maintain the replacement bridge. Consor and County staff are currently working to finalize design and obtain construction approval from Caltrans.
Amendment 3 is needed to modify the Agreement for Consor to provide design support to the County through the construction phase of the Rumsey Bridge Project. Optional Task 12 “Assist County with Construction Support (Optional Task)” was included in the original contract. However, there are not enough remaining optional task funds to fully cover this work.
The Department confirms Consor has performed satisfactorily on the current agreement.
The consultant’s proposed cost for the additional work totals $50,581.78. The amendment would increase the contract cap by $50,581.78, to $1,682,261.59, and extend the term end date to December 31, 2028.

Further explanation as needed:
The amount budgeted in the FY 2024/25 Road Fund budget for the Rumsey Bridge Project is sufficient to cover the cost of the recommended action. Project costs are 100% reimbursed with federal funds through the Highway Bridge Program.
