Recommended Action
Conduct interviews with the following nominated candidates and consider appointment of an At-Large Planning Commissioner for a term ending January 31, 2029 (Attachment A).

Reason for Recommended Action/Background
The Yolo County Planning Commission consists of seven community members appointed by the Board of Supervisors. Each Supervisor appoints one Commissioner, and two 'At-Large' Commissioners may be nominated by any Supervisor and are appointed by a majority vote of the Board. One of the two At-Large Commissioner positions will be vacated at the end of January when Trini Campbell-Cline's term expires on January 31, 2025. Ms. Campbell-Cline gave early notification that she would not be seeking a new term and the County initiated a recruitment process for filling the vacancy in October 2024.
County Code Section 2-2.1602 broadly defines Planning Commission membership and provides some context for At-Large appointments, which is copied here for reference:
Sec. 2-2.1602. Membership.
The Planning Commission shall consist of seven (7) rotating County resident members appointed by the Board. Five (5) members shall be selected, one nominated by each district supervisor and thereafter appointed by majority vote of the Board of Supervisors. The remaining two (2) members shall be selected at large and may be nominated by any Board member, with appointment thereafter by majority vote. At all times during the recruiting process, all reasonable measures to recruit suitable candidates shall be used, including but not limited to those measures customarily used to seek candidates for vacant positions on other County boards, commissions, and committees.

In summary, the two At-Large Planning Commissioner positions may be nominated by any Board member with the final appointment made by a majority vote. More recently, the Board of Supervisors adopted a procedure for the future selection to fill an At-Large Planning Commissioner vacancy at its January 9, 2024, regularly scheduled meeting (Minute Order No. 24-05). Said procedure is reiterated here for reference:
- Clerk of the Board issues a press release advertising the vacancy and establishing an application submission period. Supervisors will also be notified, so they can encourage community members to apply.
- Clerk of the Board, in coordination with Planning staff, shall receive the applications and ensure they meet the minimum statutory requirements (i.e., residency).
- Staff may extend the submission period if necessary to ensure a qualified pool of candidates can be considered.
- Once the submission period closes, staff will include the applicant list as a correspondence item and circulate the applications to the Supervisors' deputies. Staff will set the matter on a future Board agenda.
- Any Supervisor may nominate a candidate from the applicant pool by notifying the Clerk of the Board at least two weeks before the public meeting date.
- The Board will hold a public meeting to introduce the Supervisor-nominated applicants and conduct a public interview with each nominated candidate.
- The Board will, by majority vote, select the new At-Large Planning Commissioner from the applicants considered, or reopen the application submission period to receive additional applications.
The following members currently make up the Planning Commission:
- Troy Bird (District 1 resident of Clarksburg/unincorporated) - term expires 1/31/2028
- Elisabeth Dubin (District 2 resident of Davis) - term expires 1/31/2027
- Brian Sala (District 3 resident of Woodland) - term expires 1/31/2027
- Michael McCormick (District 4 resident of Willowbank/unincorporated) - term expires 1/31/2029
- Amon Muller (District 5 resident of Capay Valley/unincorporated) - term expires 1/31/2028
- At-Large (vacant)
- Gurtaj Grewal (At-Large resident of Woodland/Springlake) - term expires 1/31/2027
Staff has included a set of interview questions for the Board's consideration (Attachment B). The Board may decide to conduct new interviews using all or some of the suggested questions, or decide to ask each candidate to summarize their interest in applying for the At-Large position and to describe how their particular strengths will better service the Commission and County. Once the interviews have been conducted, staff recommends the Board make a selection to fill the vacant At-Large Planning Commissioner position for a term ending January 31, 2029. Alternatively, the Board may reopen the application submission period to receive additional candidates.
