Recommended Action

Approve tenth amendment to Agreement No. 7676-2017 with Ponticello Consulting Engineers, Inc. for engineering consulting services related to the North Davis Meadows Water Consolidation Project at the North Davis Meadows County Service Area to extend the term for one additional year through December 31, 2025, to increase the maximum compensation by $50,000, and to add services.

Reason for Recommended Action/Background

Yolo County has been working to address significant water quality issues in the North Davis Meadows (NDM) County Service Area (CSA) for over a decade.  In 2017, the NDM community expressed an interest in connecting to the City of Davis for water service (the "Water Consolidation Project").  Financing for this project began in 2018 and additional engineering was completed at that time.  After a litigation delay that was resolved in favor of the County, the Water Consolidation Project resumed.  A construction bid was posted during Spring 2024.  The County received a total of five bids, with Soracco, Inc. providing the lowest responsive and responsible bid at approximately $3.6 million.  The Board of Supervisors approved awarding the construction contract to Soracco, Inc. on August 27, 2024, and the County issued the Notice to Proceed on September 30, 2024.  Construction began in October 2024 and is anticipated to last through Summer 2025.

Ponticello has been instrumental in providing project management services for the Water Consolidation Project.  As part of its services, Ponticello has assisted with ensuring the Water Consolidation Project stays on track and within budget, coordinated with the State Water Resources Control Board for grant administration, monitored construction activities, and coordinated with the City of Davis, permitting agencies, and/or other entities as needed.  The term of the current contract (Attachment A) expires on December 31, 2024.  Under the proposed Amendment No. 10 (Attachment B), the contract would be extended through the end of next calendar year, December 31, 2025.  The maximum compensation is proposed to be increased by $50,000, for a contract maximum of $275,000.  Additional services of overseeing construction closeout are proposed to be added (Attachment C).  Since work on the Water Consolidation Project is anticipated to conclude in Summer 2025, Amendment No. 10 is likely the last amendment to Agreement No. 7676-2017.  If further amendments are needed, County staff would return to the Board of Supervisors for direction.

Further explanation as needed:

There is no impact to the general fund as a result of this action. The North Davis Meadows CSA Water Fund would cover the costs anticipated with this action. Some of the costs would likely be grant eligible and County staff plan to seek reimbursement from the State Water Resources Control Board.
