Recommended Action
- Approve the Workforce Innovation Board's application for Local Area Subsequent Designation and Local Board Recertification for Program Year 2025-27;
- Authorize the Chair of the Board of Supervisors to sign the application;
- Authorize the staff of the Health and Human Services Agency to submit the Local Area Subsequent Designation and Local Board Recertification for Program Year 2025-27 application on behalf of the Workforce Innovation Board; and
- Authorize the staff of the Health and Human Services Agency to edit the application to address any deficiencies identified by the California Workforce Development Board, or designee, after submission.

Reason for Recommended Action/Background
On July 22, 2014, President Obama signed the Workforce Innovation and Opportunity Act (WIOA), which went into effect on July 1, 2015, replacing the Workforce Innovation Act of 1998. The WIOA is designed to help job seekers access employment, education, training and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy.
On March 24, 2015, the Board of Supervisors approved the Yolo County Health and Human Services Agency (HHSA) to submit an application to be designated as a “Local Area” under WIOA for the initial operating period from 2015 to 2017 on behalf of the Workforce Investment Board under the Workforce Investment Act (WIA). (Resolution No. 15-28).
On December 15, 2015, the Board of Supervisors took further action to establish the Yolo County Workforce Innovation Board. (Resolution No. 15-146).
On March 22, 2016, June 4, 2019, March 23, 2021, and January 9, 2024, the Board of Supervisors approved HHSA to submit an application for Recertification Request for the Local Workforce Development Board for Program Years 2016-18, 2019-21, 2021-23, and 2023-25 respectively.
This current request for approval to submit an application (Att. A. Application) for Subsequent Local Area Designation and Local Board Recertification for Program Year 2025-27 is based on guidance from the State, through the Employment Development Department (EDD) in Workforce Services Directive (WSD) 24-10 Local Area Subsequent Designation and Local Board Recertification, which addresses the application and approval processes for Program Year 2025-27. The California Workforce Development Board (State Board), in coordination with EDD, will verify the information provided in the application to ensure the required criteria is met. The State Board will then determine the appropriate recommendation: approval, conditional approval, or denial of the application. The local Chief Elected Official, locally the County Board of Supervisors, will be notified in writing regarding the State and EDD’s recommendation of approval, conditional approval, or denial of their subsequent designation application. Upon notice of approval, conditional approval or denial, HHSA staff will respond to the State and EDD recommendations and move forward with appropriate actions.
