Recommended Action
Approve a three-year agreement with MBK Engineers in the amount of $475,000 (Att. Reason for Recommended Action/Background
On November 9, 2023, the County was awarded $577,500 of Hazard Mitigation Grant Program (HMGP) funds through a Federal Emergency Management Agency (FEMA) Hazard Mitigation Assistance Grant by the California Office of Emergency Services (CalOES) for the Yolo County Rolling Acres/West Plainfield, Central Yolo Flood Mitigation Study (HMGP DR-4610-597-006). The purpose of the study is to advance previous hydrology and hydraulic efforts in the project area to develop a feasibility level hydraulic model to evaluate existing flood risk and potential flood risk reduction alternatives, as well as develop reasonable cost estimates and methodology to compare costs and benefits to one or more actions. The resulting Feasibility Report and Strategic Permitting Plan from the study will inform the County, Yolo County Flood Control and Water Conservation District (YCFCWCD), residents, landowners, farmers, and other business owners of the costs and benefits to pursue funding and implementation of flood risk-reduction actions for the project area.
Staff recommends that the Board approve the agreement, Attachment A, with MBK Engineers in the amount of $475,000 for professional engineering and consulting services to perform a hydrologic and hydraulic study for the valley floor that includes the Rolling Acres and West Plainfield communities.

The $577,500 CalOES grant provides $520,500 of federal funding (90% federal share) toward the Project. The $57,000 non-federal cost share (10% local match) will be covered by the General Fund. Sufficient funds were budgeted in the FY 2024/25 Adopted Budget for the Project to cover this 10% local match for the current fiscal year. Related funding will be included in the requested budget process for future fiscal years.
