Recommended Action
- Approve the Workforce Innovation and Opportunity Act - Yolo County Workforce Innovation Board – application for the America’s Job Center of California Operator for 2025-29;
- Authorize the Chair to sign the application for the America’s Job Center of California Operator; and
- Authorize the Health and Human Services Agency to edit the application and documents associated with the application to address any deficiencies identified by the California Workforce Development Board, state representatives, or designee, after submission.

Reason for Recommended Action/Background
Yolo County’s Workforce Innovation Board (WIB) is uniquely qualified to serve as the designated America’s Job Center of California (AJCC)/One-Stop Operator. The WIB’s administrative functions are carried out by staff employed by the Health and Human Services Agency (HHSA), who will assume responsibility for the day-to-day operations of the AJCC Operator role. Following a separate competitive procurement effort that resulted in only one response, it has been determined that there is insufficient competition within the local market to ensure a viable selection process.
In recent years, the County has outsourced the AJCC Operator work via a contracted vendor. Upon review, the WIB has determined that this work could be done by County staff. The WIB, supported by HHSA-employed staff, has over two decades of experience overseeing workforce development initiatives, facilitating regional coordination, and ensuring compliance with WIOA requirements. These staff members already perform many of the responsibilities required of the AJCC Operator, including partner convening, coordination of AJCC certification activities, and alignment of services across the local workforce system.
Designating the WIB as the AJCC Operator, with implementation led by HHSA staff, will promote continuity, improve system integration, reduce administrative duplication, enhance accountability and performance outcomes, and be more cost efficient. This recommendation ensures that the WIB can accept this operational role without compromising its broader strategic leadership function, while continuing to uphold the principles of transparency, fiscal stewardship, and continuous improvement across the Yolo County workforce development system.
