Recommended Action
Receive a report on the Mental Health Services Act (MHSA) budget for fiscal year 2025-26, as it relates to the Annual Plan Update and provide context for the budgetary requirements and outlook for the Behavioral Health Services Act (BHSA) that was implemented by Proposition 1 and which will take effect on July 1, 2026.

Reason for Recommended Action/Background
The Mental Health Services Act requires multiple steps prior to approval, which include a 30-day public comment period, a hearing at the Local Behavioral Health Board, and Board approval, prior to submission for final approval by the Behavioral Health Services Oversight and Accountability Commission (BHSOAC). This presentation will provide the Board with information regarding the budgetary challenges for the coming fiscal year. The presentation will also provide information for the Board regarding the BHSA, which will require strategic planning to implement.
