Approve agreement to continue to allow the City of West Sacramento Fire Department to act as a Participating Agency of the Yolo County Certitified Unified Program Agency (CUPA). 

In 1993, SB1082 authorized each County to consolidate inspections, management and fee collection of all hazardous materials and waste programs in the County into an agency called the Certified Unified Program Agency (CUPA). The Yolo County Environmental Health Division (YCEH) was authorized by the Board and certified by the California Environmental Protection Agency (CalEPA) to be the CUPA for Yolo County. In 2003, the Board approved West Sacramento Fire Department (WSFD) to become a Participating Agency (PA) for the CUPA. During CalEPA's last evaluation of the CUPA program, it was noted that WSFD was performing inspections in categories not included in the 2003 agreement. YCEH worked with CalEPA and WSFD to update the PA agreement to reflect the inspections that WSFD is performing. 

Under this agreement, YCEH will continue to be the lead in all CUPA programs in the City of West Sacramento. YCEH regularly conducts evaluation and audits of the PA as required by CUPA regulations. This agreement remains in effect until termination by either party with at least one hundred eighty (180) days advance written notice to the other party and to the CalEPA Secretary. 

The CUPA program is fee funded. Under this agreement, WSFD will be reimbursed for CUPA inspections. These reimbursements are covered by the existing fees.
