Recommended Action
Authorize the Chair of the Board of Supervisors to sign the attached Memorandum of Understanding (MOU) between the County and Yolo Local Agency Formation Commission (LAFCo) to share staffing services as needed.

Reason for Recommended Action/Background
This Memorandum of Understanding (MOU) is intentionally generic to be used for sharing staff services between the County and Yolo LAFCo as needed and mutually agreed upon by both parties (Attachment A). However, the initial use of the MOU will be used to allow JD Trebec, previously a Senior Planner with the Department of Community Services and now the Deputy Executive Officer with LAFCo, to complete a feasibility study to consider extending and connecting the existing California American (Cal-Am) water and sewer system to additional areas of Dunnigan. Mr. Trebec was originally assigned this task in his role as Senior Planner through funds allocated from the American Rescue Plan for Community Services Districts in the County (Minute Order No. 24-112, Item No. 8). His continued work would be limited to managing the selected consultant contract for the Department of Community Services.
In the future, the County and LAFCo can utilize this MOU to share staff as appropriate for the circumstances.

All services provided by this MOU are reimbursable at an hourly rate based on the employee's current cost of salary and benefits. Services and budget would be agreed upon in each instance by the Department Head or County Administrative Officer providing/using services. An American Rescue Plan (ARP) project was initially approved under the oversight of the previous Natural Resources Manager. Following their departure, the project was transitioned to Senior Planner, Mr. Trebec. The cost savings resulting from the vacant Natural Resources Manager position will be utilized to secure external support for Mr. Trebec in continuing the project.
