Subject

Adopt the plans and specifications for the County Road 41 Over Cache Creek (Rumsey) Bridge Replacement Project; authorize the Director, Public Works Division (or the Director’s designee) to sign the Notice to Bidders and advertise for competitive bids; authorize the Director, Public Works Division, to execute a construction contract with the lowest responsive bidder provided the contract amount does not exceed budgeted expenditures for the Project, or to reject all bids; and authorize the Director, Public Works Division, to approve all construction change orders, provided the change orders are consistent with the applicable change order limits of the Public Contract Code, but not to exceed a cumulative total of 10% of the total construction contract price. Recommended Action

Reason for Recommended Action/Background

These actions will allow the Department to solicit competitive bids and proceed with timely construction of the County Road 41 Over Cache Creek (Rumsey) Bridge Replacement Project (Project).

Background

The purpose of the Project is to replace the existing structurally deficient Rumsey Bridge that is near the end of its service life.  After extensive public outreach and assembling a feasibility study, the Board approved the following bridge replacement strategy on December 15, 2015:  an approximate 400-foot long, three span, cast-in-place, prestressed concrete box girder structure with 28 feet of clear width between concrete barriers.  The replacement bridge will be located west of the existing bridge along a new upstream alignment.  County Road 41 will also be oriented along a new bearing relative to the original alignment so that the new road intersects State Route 16 at a perpendicular angle.  This will improve the intersection geometrics relative to the existing condition and allow for the existing bridge to remain open during construction to accommodate traffic.  The existing bridge will be removed only after the new bridge has been opened to the public.

The Rumsey Bridge is listed in the National Register of Historic Places for its type, period, and method of construction, as a rare and significant example of a concrete tied arch bridge in the State of California.  Since the bridge will be replaced, a Memorandum of Agreement (MOA) was executed on December 4, 2019, by the State of California and Yolo County to provide several historical mitigation actions, including requirement of a monument that provides a brief history of the Rumsey Bridge, its engineering features, and its significance.  The Rumsey Improvement Association, The Greater Capay Valley Historical Society, and the Yolo County Historical Society each provided their concurrence with the MOA mitigations, as well.

The Board of Supervisors adopted the Initial Study/Mitigated Negative Declaration (IS/MND) on September 29, 2020, as the appropriate level of environmental review in accordance with the California Environmental Quality Act (CEQA).  On August 26, 2020, Caltrans concluded that a Categorical Exclusion was the appropriate determination for the project under the National Environmental Policy Act (NEPA).  In addition, County staff and Yocha Dehe Wintun Nation staff collaborated early in the design and environmental phases of the Project to ensure an acceptable design and bridge alignment.

An application to request right-of-way certification for the project was submitted to Caltrans on December 10, 2024.  A request for authorization to proceed with construction was submitted to Caltrans on February 25, 2025.

The Project will take approximately 270 working days to complete and is expected to be completed in 2026 or 2027.

The engineer’s estimate for project construction is $10,648,000. The estimate for construction engineering/inspection is $650,000. Sufficient funds were included in the FY2024/25 Road Fund budget and will be budgeted in the FY2025/26 Road Fund budget. The total cost will be reimbursed by federal Highway Bridge Program (HBP) funds at a rate of 100%. Currently, the HBP has $9,268,750 programmed for construction costs for the project. Due to inflation of services and materials in the last two years since that amount was estimated and programmed, it will be necessary to request a balance of funding to cover the shortfall once the project is bid and awarded. If the HBP for some reason is unexpectedly not able to cover the shortfall, there is enough Highway User Tax Account funding available in the Road Fund to make up that difference ($2,029,250).
