Approve second amendment to Agreement No. 22-144 with the Regents of the University of California, Davis on behalf of UC Davis Continuing and Professional Education to add funding in the amount of $25,000 per fiscal years 2024-25 and 2025-26 for a new contract maximum of $315,000, for the period of July 1, 2022, through June 30, 2026, for the provision of Occupational Skills Training services

Under the Yolo County WIOA Program, qualifying Yolo County residents are provided with program services including basic, individualized, and training career services with the goal of obtaining employment leading to self-sufficiency.  As a part of these efforts, the County enters into agreements with training providers otherwise referred to as “Institutions” to obtain occupational skills training (OST) services for eligible consumers.

On or about June 28, 2022, the County entered into Agreement No. 22-144 with the Regents of the University of California, Davis on behalf of UC Davis Continuing and Professional Education (UCD) for the provision of OST services. Approving this amendment will allow Health and Human Services Agency (HHSA) to refer more County residents to UCD, where they will learn skills necessary to obtain meaningful employment leading to self-sufficiency.

HHSA requests approval of this amendment to add funding to cover utilization for the current fiscal year and to right-size the contract amount for next fiscal year based on current fiscal year utilization.

County Counsel has approved this Agreement as to form.

On August 12, 2008, as a result of Senate Bill 293 in 2006, California legislation added to Chapter 2 of the Unemployment Insurance Code (commencing with Section 14005) relating to job training. SB 293 provides requirements for local Workforce Investment Areas in addition to the Local Workforce Investment Plan.

Training grants in the form of Occupational Skills Training Agreements are to be based on the local prevailing market rate for similar training programs. The participant will select a provider through a case consultation process. Criteria to be considered in evaluating the school visited are school location, placement rate, curriculum, hours, and length of training and class size. In addition, the selected training program must be connected with job opportunities in Yolo County, the surrounding area or an area to which the participant is willing to relocate. An Occupational Skills Training Agreement may be established on behalf of an adult, youth or dislocated worker participant to purchase training services only with providers on the California Eligible Training Providers List (ETPL).

Performance Measures
HHSA confirms UC Davis Continuing Professional Education is performing satisfactorily under this agreement. Performance Measures were not originally included in this agreement due to the heavy oversight required by the State of California, Employment Development Department (EDD) requirements outlined in Workforce Services Directive (WSD) 21-03 Eligible Training Provider List (ETPL) Policy and Procedures. This directive provides guidance to local areas regarding eligibility requirements for training providers and their respective programs, including continuous program eligibility reviews.
