Recommended Action
Authorize the Director of General Services to execute a work authorization amendment with Comstock Johnson Architects in the amount of $70,366, increasing the total contract amount to a revised not-to-exceed amount of $225,366. Reason for Recommended Action/Background
On September 28, 2021, the Board approved a work authorization with Comstock Johnson Architects for an amount not to exceed $155,000 to develop a schematic design, including construction documents, bidding assistance, and construction phase services. These documents were prepared for a stand-alone, pre-engineered metal building and associated site improvements to support the planned relocation of the Yolo County Agriculture Department Shops.
The proposed facility, approximately 5,676 square feet, will be located in the northwest corner of the 120 West Main Street property. It will accommodate a trapping shop, maintenance shop, pesticides shop, and water shop. Additionally, the building will be equipped with HVAC, exhaust systems, and a fire suppression system.
The Department is requesting Board approval of Work Authorization Amendment #1 in the amount of $70,366, increasing the total work authorization to a not-to-exceed amount of $225,366. This amendment addresses additional project requirements, including the rebid of the project, conversion of the design from gas to all-electric to reduce construction costs, and landscaping and irrigation modifications requested by the City of Woodland.

The General Services Department collaborated with the Agriculture Department, the Department of Financial Services, County Counsel, and the County Administrator's Office to ensure a coordinated and comprehensive approach to the project.
Competitive Bid Process/Vendor Performance
On-call contracts were solicited and reviewed in compliance with the Department of Financial Services policies and procedures. Contracts were approved by the Board of Supervisors on January 9th, 2024. The work with Comstock Johnson began under the prior on-call contract and continues under the new contract approved in 2024. Board approval of this work authorization is required because the total compensation will exceed $100,000.
