Reason for Recommended Action/Background
The County, in partnership with the City of Davis, is designing a re-use of the Pacifico housing complex to house HHSA clients and families. More specifically, these units will be used to provide shelter and housing for up to 38 CalWORKs families experiencing homelessness or at risk of becoming homeless. Pacifico is a facility owned by the City of Davis containing four buildings. The County is seeking to redesign buildings A and B to meet their programmatic needs. The project has recently completed a key milestone, reaching 30% design using Moniz Architecture to perform this work for $77,400. At this point, schematic designs are completed as well as a cost estimate for the construction phase. The next phase is to proceed with 100% design/construction documents. This work entails more precise design and engineering work to bring this project to building official review/approval, plus support throughout the eventual bidding and construction support phase. Staff will return to the Board prior to releasing a solicitation for approval of the plans and specifications and also after the solicitation phase for approval of the construction contract.
The proposed scope of work is attached and the not-to-exceed amount for the 100% design/construction documents is $377,150 (Attachment A). Approving this item will allow the Director of General Services to finalize a work authorization/task order with Moniz Architecture subject to the terms of the existing on-call services agreement. Also attached is the cost estimate for this project (Attachment B). The project is expected to cost $3.4 million to renew and modify buildings A & B and perform the required site work. Both City and County staff are working to identify strategies to fund this amount and/or re-scope this project into phases.

Competitive Bid Process/Vendor Performance
Moniz Architecture was selected via a competitive Request for Qualifications process for architectural firms. This process established a pool of architects that the County can select from based on applicable skill and availability for the project. In this instance, Moniz previously worked on an earlier Pacifico project and thus provided savings to the County due to their familiarity with the site and structures.
