Subject

Adopt Authorized Position and Salary Resolution to implement changes in Financial Services and District Attorney's Office; approve side letter agreement regarding shift differential for Yolo County Probation Association; and approve side letter agreement regarding survey methodology for Yolo County Probation Association. (No general fund impact) (Pannu)

Recommended Action

  1. Adopt Authorized Position and Salary Resolution to implement changes in Financial Services and District Attorney's Office;
     
  2. Approve side letter agreement regarding shift differential for employees assigned to the Juvenile Detention Facility for Yolo County Probation Association; and 
     
  3. Approve side letter agreement regarding updating survey methodology for Yolo County Probation Association.

Explanation: Adds one new regular full-time position.  The position is funded with Department of State Hospitals funding through FY 2028-2029.  Indication from the State is that funding will continue into the following fiscal years; however, if funding were not to continue in FY2029-30, it would need to be considered for General Fund commitment.

Explanation: Reallocates one (1) regular full-time Senior Accounting Technician position (#2915) to a regular full-time Accountant I position (#2307).

There is no additional fiscal impact, as these allowances have already been budgeted for. 

Reason for Recommended Action/Background

See Attachment A for changes to the Authorized Position and Salary Resolution.

Paralegal (District Attorney):
Adds one (1) new regular full-time position from Department of State Hospitals (DSH) Funding, which is a 5-year contract for the Restorative Justice Partnership Unit. Health and Human Services is receiving additional funding from the Department of State Hospitals. Additional funding is being provided to HHSA Justice Partners for IST (Incompetent to Stand Trial) Diversion program. Of this funding, the District Attorney's office will be receiving up to $150K per year through FY 2028/29. Position will be hired at step 5 (a current limited-term Paralegal employee will be moving into this position, who is currently at step 5 in a grant-funded position set to end 6/30/2026).

Accountant I (Financial Services):
Reallocates one (1) regular full-time Senior Accounting Technician position to a regular full-time Accountant I position. This position was recommended to be converted from Senior Accounting Technician to Accountant I with the FY 2024/25 Recommended Budget at the June 11, 2024, Board of Supervisors Budget Hearing. However, this particular position reallocation was not communicated to Human Resources at that time and therefore was not captured on the Position and Salary Resolution that went to the Board at the subsequent Board meeting on June 25, 2024, which listed the FY 2024-25 Recommended Budget position changes. This position is funded through treasury pool reimbursement.

Side letter clarifies that eligibility for shift differential applies only to bargaining unit employees assigned to the Juvenile Detention Facility. This designation will limit the number of employees eligible for the shift differential pay, realizing cost savings.

See Attachment C for survey methodology side letter for Yolo County Probation Association.
Previously, both Detention Officer II and Deputy Probation Officer II were benchmark classes for the total compensation salary survey for Probation Association. Due to insufficient data in our comparable labor market for Detention Officers, this side letter designates that Deputy Probation Officer II will be the benchmark class for all classes within the bargaining unit. Results of the salary surveys will be applied to the applicable job class salary ranges. This change will not result in a fiscal impact.
