Recommended Action
Approve second amendment to Agreement No. 22-178 with The Regents of the University of California (“University”) on behalf of the Davis Campus Center for Human Services and Professional Education for the provision of state mandated staff development and training services to add funding in the amount of $21,250 for 2024-25 which includes an in-kind contribution in the amount of $1,487.50 from University for a new contract maximum of $259,250 the period of July 1, 2022 through June 30, 2026.

Reason for Recommended Action/Background
The University has developed a human and social services training program that meets County training requirements mandated by the California Department of Social Services (CDSS) in the areas of fraud, income eligibility verification, overpayments, child welfare core knowledge, etc. These trainings are critical and mandatory for social services staff.
On or about July 12, 2022, County and University entered into an agreement (Agreement No. 22-178) for the provision of 56 units of staff trainings. On or about March 19, 2024, Agreement No. 22-178 was revised to add County contacts. Approval of this second amendment increases the training hours to 61 units and adds funding for fiscal year (FY) 2024-25 to ensure the County continues to have adequate training opportunities in place to meet state mandated training requirements. Additionally, due to some internal restructuring, there is an increased need for staff to obtain training in certain program areas for FY 2024-2025. The County does not expect this increased need for FY 2025-26.

The Performance Measures were included in the underlying Agreement and are not being revised at this time (See Att. B. Performance Measures).
HHSA confirms the University is performing satisfactorily under Agreement No. 22-178. The University routinely offers courses through open enrollment, which allows staff to select from any number of trainings to attend throughout the year. The University also coordinates with the County for any specific training needs. In the past 10 months, approximately 50 staff have been able to attend a course offered by the University. Courses are regularly taught by instructors with lived experience in the subject area, with topics that directly pertain to social services programming.

No general funds are required by this action. This action increases funding by $21,250 for 2024-25 of which $19,762.50 is CalWORKs Single Allocation funding and $1,487.50 is from in-kind University contributions. The new contract maximum for the period of July 1, 2022 through June 30, 2026 is $259,250. The amount of $19,762.50 is include in the HHSA adopted budget for 2024-25. The related funding will be included in the requested budget process for future fiscal years.
